WEIGHTED FUZZY GOAL PROGRAMMING AND FUZZY ANALYTIC HIERARCHY PROCESS APPROACH FOR OPTIMIZING INDUSTRIAL DISPOSAL MANAGEMENT AT SURABAYA RIVER

ABSTRAK

Penelitian ini mengusulkan pendekatan Fuzzy Goal Programming dan Weight Method serta Fuzzy AHP dalam penyelesaian permasalahan manajemen kualitas perairan Kali Surabaya. Permasalahan tersebut merupakan multiobjective decision making yang mempunyai obyektif saling bertentangan perbedaan tingkat kepentingan pada tiap obyektif serta penentuan nilai aspirasi goal yang tidak pasti imprecise. Goal Programming mampu mengatasi permasalahan conflicting objectives dan teori fuzzy dapat digunakan dalam permasalahan penentuan goal yang tidak pasti . Sedangkan tingkat kepentingan yang berbeda dapat didekati dengan memberikan bobot prioritas weight method dengan metode fuzzy AHP melalui kuesioner. Tujuan dari manajemen perbaikan kualitas lingkungan i Aspek Lingkungan pemenuhan standar kualitas air sungai dengan dua parameter yaitu DO Dissolved Oxygen dan BOD Biochemical Oxygen Demand iiAspek Industri pemenuhan batas beban pencemar limbah industri iii Aspek Ekonomi minimasi biaya yang dikeluarkan dalam mengurangi beban pencemar . Melalui pendekatan Fuzzy AHP didapatkan aspek yang terpenting yaitu pemenuhan standar kualitas air dengan parameter. Bobot inilah yang digunakan untuk pembobotan fuzzy goal. Sedangkan melalui pendekatan Weighted Fuzzy Goal Programming pada pengembangan model pengalokasian limbah industri dihasilkan perbaikan kualitas air dan pemenuhan ambang batas beban pencemar dari masing-masing industri yang memiliki implikasi biaya sebesar Rp 16.625.593hari dengan derajat keanggotaan 03367954 saat musim hujan sedangkan pada musim kemarau biaya yang dikeluarkan sebesar Rp.16.669.732hari dengan derajat keanggotaan 1.


ABSTRACT

This paper proposes a Fuzzy Goal Programming Weight Method and Fuzzy AHP approach to solve environmental quality improvement problem at Surabaya river. The problem is a type of multiobjective decision making which has conflicting objectives different priority level of objectives and imprecise in determining goal aspiration level. Thus conflicting objective can be formulated by Goal Programming Model and fuzzy set theory is utilized to accommodate goal aspiration level. Fuzzy AHP prioritizes level of objectives into weight so that higher priority level can not be dominated by lower priority level. The objectives to be achieved in this environmental quality management problem are categorized as i Environmental objectives to maintain ambient water quality in two parameter Dissolved Oxygen DO and Biochemical Oxygen DemandBOD achieved the standard ii Industrial objectives accomplishment the industrial waste and iii Economic objective minimizing the total cost of removing residual by system of alternatives waste treatment. As a result fulfillement ambient water quality in Dissolved Oxygen parameter has the largest weight according to Fuzzy AHP method. This result is used as weight for Weighted Fuzzy Goal Programming. FGP formualtes the industrial disposal.management problems. By this approach we can achieve better water quality and fulfill the effluent standard for each industry and cost of quality management is Rp.16.625.593day and degree of membership 03367954 rainy season and Rp. 16.669.732 day and degree of membership 1 dry season.
