ABSTRAK

Tugas akhir ini menyajikan suatu risk assessment pada onshore pipeline di daerah Pagardewa Labuhan Maringgai milik Perusahaan Gas Negara tahap II sepanjan 270 km. Mengacu kepada keputusan menteri pertambangan dan energi Republik Indonesia Nomor 300.K38M.pe1997 tentang keselamatan kerja pipa penyalur minyak dan gas bumi sehingga tingkat keamanan saluran pipa harus mendapatkan perhatian yang lebih untuk menghindari resiko terhadap kerusakan lingkungan ataupun manusia. Tidak seperti kebanyakan fasilitas yang beresiko lainnya jalur pipa memiliki potensi bahaya yang tidak konstan disepanjang pipa sehingga risk picture juga tidak konstan jadi lebih effisien jika pembagiannya lebih pendek. Setiap bagian memiliki nilai resiko sendiri. Dengan membagi menjadi lebih pendek akan meningkatkan akurasi penilaian namun mengeluarkan biaya lebih mahal pada saat pengumpulan data penanganan maupun perawatannya. Pada tugas akhir ini segmentasi yang digunakan adalah yaitu fixed length segmentation. Ketika berbicara mengenai resiko terdapat dua hal penting yang perlu diperhatikan yaitu probabilitas dan konsekuensi karena memiliki kontribusi terhadap gambaran resiko. Penilaian resiko yang digunakan adalah indexing risk assessment yaitu dengan mencari skor indek pada masing masing paramter. Adapun parameter yang digunakan adalah third party damage korosi desain kesalahan operasional dan leak impact factor. Dengan melihat skor tersebut dapat dengan mudah diketahui parameter mana yang memiliki resiko tertinggi dan harus mendapatkan prioritas. Mitigasi resiko dilakukan apabila resiko tidak acceptable dengan cara mengurangi frekuensi konsekuensi ataupun mengkombinasikan keduanya.


ABSTRACT

This final project presents a risk assessment on the onshore pipeline at the Pagardewa Labuhan Maringgai region the property of state gas company stage II 270 km. According to the decree minister of mines and energy of Republic Indonesia no. 300.K38M.pe1997 regarding to oil and gas pipeline safety therefore the level of pipe channeler must obtain a better attention o avoid the risk toward environment depraved or human being. Unlike most other facilities that undergo risk assessment a pipeline usually does not have a constant hazard potential over its entire length so that the risk picture is not constant it is efficient to examine a long pipeline in shorter section. Each section will have its own risk assessment. Breaking the line into many short sections increases the accuracy of the assessment but may result in higher cost of data collection handling and maintenance. In this final project using fixed length segmentation. When discuss about risk assessment there are two important things that need to be noticed the probability and the consequences because they have a contribution to the risk sketch. The risk scoring that use is indexing risk assessment that searching for index score on each parameter. The parameter used is third party damaged corrosion design operational mistakes and leak impact factor. By observing the score can be easily recognize wich parameters that have highest risk and must obtain priority. Risk mitigation do when the risks are not acceptable by decreasing frecuency consequences or both of them.
