APLICATION OF REMOTE SENSING TECHNOLOGY AND GEOGRAPHIC INFORMATION SYSTEM FOR LAND COVER AND ENVIROMENTALQUALITIES ASESSMENT IN AREAS AFFECTEDBY MUD SPILL DISASTER IN SIDOARJO MUNICIPALITY

ABSTRAK

Pada bulan Mei 2006 di Kecamatan PorongKabupaten Sidoarjo terjadi sebuah semburan yang pada akhirnya menjadi sebuah bencana ekologi nasional yang berakibat terjadi perubahan peta tutupan lahan serta kemungkinan terjadi perubahan kualitas lingkungan dari aspek air dan tanah yang meliputi kadar COD BOD dan pH. Teknologi Penginderaan Jauh dan Sistem Informasi Geografis dapat digunakan untuk mengetahui perubahan tutupan lahan yang terjadi di kecamatan Porong Tanggulangin Krembung dan Jabon yang menjadi wilayah penelitian serta menampilkan kondisi kualitas lingkungan. Peta perubahan tutupan lahan ini bersumber dari data citra Landsat 7 ETM untuk kondisi tahun 2002 dan citra SPOT 4 untuk kondisi tahun 2006 awal semburan dan kondisi tahun 2007 setahun setelah semburan. Pengolahan citra dilakukan dengan software ER Mapper 7.0 dan untuk proses overlay masing-masing peta untuk mendapatkan perubahan tutupan lahan serta untuk overlay peta dengan data kontur untuk mengetahui aliran lumpur dipergunakan software ArcView 3.3. softtware ini juga dipergunakan untuk menampilkan kondisi COD BOD dan pH titik-titik di kecamatan yang telah diuji sampel. Hasil yang diperoleh adalah peta tutupan lahan dan perubahannya untuk kondisi sebelum terjadinya semburan pada tahun 2002 dan sesudah semburan tahun 2006 dan 2007 yang menunjukkan perubahan tutupan lahan yang signifikan di Kecamatan Porong untuk pemukiman dan sawah yang tergenang lumpur sebanyak 54.727 Ha dan 109149 Ha sedangkan di kecamatan Tanggulangin terjadi perubahan sebesar 91.199 Ha untuk Pemukiman dan 22665 ha untuk Sawah serta informasi mengenai kadar COD BOD dan pH pada masing-masing titik sampel di 4 kecamatan tersebut untuk kelas Pemukiman Sawah Sungai Tambak dan Mangrove yang rata-rata menunjukkan masih memenuhi nilai standar baku mutu PP No.822001 mengenai kondisi kualitas air dan tanah kecuali untuk kualitas air sumur pemukiman sungai dan sawah di Porong yang mempunyai nilai kadar COD dan BOD yang kurang sesuai untuk keberlangsungan makhluk hidup komunitasnya.


ABSTRACT

May 2006 at district of Porong Sidoarjo occured a mud spill that would then declared as national ecological disaster that alters the land cover map and possibilities of environment quality alterationspecificly to ground water qualities such as BOD and COD level acidity pH Remote Sensing technology and Geographic Information System enables us to assess land cover alteration in regency of Porong Tanggulangin Krembung and Jabon at Municipality of Sidoarjo areas at which this research is being held and depicts environmental qualities. The Land cover Map is derived from Landsat 7 ETM image for year 2002 land cover and from SPOT 4 image for 2006 land cover at the start of mud spill and 2007 land cover a year after the spill start. Image processing is done with Mapper 7.0 software while the overlaying process of spill area map with the contour map to get the direction of spill is done with ArcView 3.3. software which also being used to show the CODBODpH level of the spot from which mud samples are taken and tested in laboratorium. The result is land cover map that depicts condition before the mud spill in 2002 and after the spill in 2006 and 2007 which shows significant land cover alteration at Porong regency. As much as 54.727 Ha of settlement area and 109149 Ha of paddy field were affected by the mud spill. At Tanggulangin regency 91.199 Ha of housing and 22665 ha of paddy field were affected.The CODBODpH level of land water in areas mentioned above are proved to be still within the standard of water quality mentioned in PP No.822001 yet ground water samples taken and tested from well in the affeceted area shows significant decrease in quality that makes it no longer suitable to support bioorganism needs.
