ECONOMIC ASPECT COMPARISON OF APPLICATION OF FLEXIBLE PAVEMENTS AND RIGID PAVEMENT AT SURAMADU ACCESS ROAD IN MADURA SIDE

ABSTRAK

Untuk meningkatkan perkembangan di bidang ekonomi industri dan perdagangan maka pemerintah merencanakan untuk membangun jembatan yang menghubungkan antara Pulau Jawa Surabaya dengan Pulau Madura Labang Bangkalan. Untuk menunjang jembatan tersebut maka harus dibangun jalan access untuk menuju jembatan tersebut. Adanya prasarana transportasi ini akan memperlancar arus komunikasi dan informasi antar daerah sehingga di Madura tidak akan ada lagi manusia yang tinggal di daerah terisolir. Dengan dibangunnya jalan akses sisi Madura dengan panjang total 11375 km waktu tempuh dari kota Surabaya ke kota Bangkalan Madura dapat dipersingkat sehingga tercapai efisiensi di segala bidang. Tugas Akhir ini mempunyai tujuan untuk membandingkan penggunaan masing masing jenis perkerasan dari sudut pandang ekonomi. Metode yang dipergunakan dalam Tugas Akhir ini adalah dengan cara menghitung tebal perkerasan lentur dan tebal perkerasan kaku untuk 3 skenario volume lalu lintas. Keuntungan dihitung dengan metode ND.Lea. Analisa BCR dan NPV akan dipergunakan untuk menentukan tingkat kelayakan perbandingan antar kedua alternative. Dari hasil perhitungan memperlihatkan bahwa biaya konstruksi dan biaya pengguna jalan User Cost konstruksi perkerasan kaku akan lebih menguntungkan dari segi ekonomi dibanding konstruksi perkerasan lentur.


ABSTRACT

To increase growth a economics industry and commerce goverment has a plan to build a bridge to connect Java island Surabaya and Madura islands Labang Bangkalan. In order to support the bridge an access road should be build. With the developed transportation infrastructures communication and information can be more efficient therefore it will influencing the development of the currently rather isolated area. To purpose of this final project is comparing two types of pavement in application to the 11375 km road from economic aspect. The methods used in this final project is by calculating the thickness of flexible pavement courses and the rigid pavement by using three scenarios of traffic volume. The economic analysis is meansured by BCR and NPV. The result show that using rigid pavement in this case has more beneficial than using flexible pavement for the three scenario of traffic volume.
