Pelabuhan Tanjung Perak Surabaya memiliki peran strategis menunjang kegiatan lalu lintas transportasi angkutan laut dan sebagai penggerak dalam meningkatkan pertumbuhan perekonomian Jawa Timur dan Indonesia Bagian Timur. Setiap tahun pertumbuhan arus barang untuk muatan curah dan petikemas baik domestik maupun Internasional di Pelabuhan Tanjung Perak mengalami peningkatan melebihi kapasitas yang ada. Pada Tahun 2006 tercatat arus petikemas di Pelabuhan Tanjung Perak sebesar 1.843.638 TEU. Sedangkan kapasitas total seluruh pelabuhan Tanjung Perak yang tersedia adalah 1.184.757 TEU. Sehingga perlu adanya pembangunan areal pelabuhan baru untuk menampung arus overflow yang tidak tertangani di Pelabuhan Tanjung Perak dimasa yang akan datang. Oleh karena itu pemerintah Indonesia meminta bantuan proyek teknis kepada pemerintah Jepang untuk merumuskan pengembangan dalam jangka panjang. Dengan dibantu oleh Japan International Cooperation Agency (JICA), salah satu alternative lokasi yang diusulkan adalah di Tanjung Bulupandan, Madura. Pembangunan yang akan dilakukan meliputi dermaga sepanjang 2650 m dan breakwater sepanjang 1630 m. Dermaga ini direncanakan untuk menampung kapal dengan kapasitas maksimum 50.000 DWT. Type struktur dermaga ini adalah wharf terbuka/ pier dan type breakwaternya adalah Rubble Mound. Untuk membangun pelabuhan ini, dibutuhkan biaya total sebesar Rp. 1,925,309,037,000.

Tanjung Perak Surabaya Port have supported for traffic activity of sea transport and as an activator in improving economics growth of East Java and East Indonesia. Every year the growth of goods current for both domestic and International for bulk and container in Tanjung Perak Surabaya Port have improved exceed existing capacities. In 2006 noted that a container current in Tanjung Perak Surabaya Port is almost 1.843.638 TEU. While total capacities entire Tanjung Perak Surabaya Port is about 1.184.757 TEU. So Tanjung Perak Surabaya Port need to develop the existence of areal port to accomodate current overflow which is not handled by Tanjung Perak Surabaya Port. According to Master Plan concept of Tanjung Perak Surabaya Port, the location have been proposed was Tanjung Bulupandan which the developments include 350 hectare reclamation, 2650 m dock and 1700 m for breakwater. This dock was planned to accomodate ship with maximum capacities 50.000 DWT. The Type of this jetty’s structure is open pier and Rubblemound for the breakwater. Development this jetty and breakwater needs total cost of round Rp. 1,925,309,037,000.
