ABSTRAK

Pengembangan area perusahaan PT. Duta Cipta Pakarperkasa pada tahun 2008 menimbulkan pemasalahan baru yaitu perubahan struktur kepegawaian dan ruangan pada bangunan baru dimana menyebabkan ERP Emergency Response Plan menjadi kurang. Prosedur tanggap darurat yang lama belum mencakup areal yang baru dan dianggap belum mencukupi karena hanya melingkupi kejadian kebakaran dan kebocoran maka perlu dibuat prosedur tanggap darurat yang baru. Berdasar pada denah ruangan layout perusahaan data arah angin kecepatan angin jumlah pekerja intensitas gempa volume bahan bakar volume total HCl. Maka dapat dihitung kebutuhan pintu exit exit route serta jarak evakuasi aman. Organisasi tanggap darurat baru disusun berdasarkan job description tiap-tiap pekerja dicantumkan pula nomor kontak yang dapat dihubungi. Perancangan mengacu pada standart Peraturan Daerah DKI Jakarta No.3 Tahun 1992 untuk penentuan density factor SNI 03-1746-2000 sebagai acuan perancangan mean of escape dan beberapa referensi yang digunakan dalam pengerjaan. Dari hasil perancangan diperoleh bahwa untuk jumlah Emergency exit yang dibutuhkan untuk stage A adalah 8 pintu stage B adalah 13 pintu stage C adalah 4 pintu stage D adalah 4 pintu dan stage E adalah 3 pintu. Ditentukan juga 5 area assembly point yaitu 3 area di dalam kawasan pabrik dan 2 area diluar pabrik. Untuk jarak evakuasi pada kejadian kebocoran bahan kimia HCl adalah 60 m dan untuk kejadian ledakan bahan bakar acetylene adalah 12.5 cm.


ABSTRACT

Expanding area on PT. Duta Cipta Pakarperkasa on 2008 create a new problem changes of employee structure organization would be considerable to give impact changes manual of emergency response its cause insufficient and unproperly within emergency response manual application. Previous edittion of ERP just provide instruction that cover fire incident and hazardous material spill feedback as a reason that emergency response plan must be modificated and change into the new one. According to company layout wind direction wind velocity number of employee earthquake intencity scale fuels volume HCl total mass. Thats needs of exit exit route protective action distance can be clearly determined. New Emergency Response Team arranges based job description each employee contact number would be additional information to perform communicative action. Those is highly considerable through standarts application which is Peraturan Daerah DKI Jakarta No.3 Tahun 1992 used as parameter to estimate designs mean of escape facility and another referencies that correlated to this activity. Its resulted number of emergency exit 8 exit on stage A 13 exit on stage B 4 exit on stage C 4 exit on stage D and 3 exit on stage E. There is five assembly point area which is three area inside of factory area and two outside of factory area. For evacuation distance had estimated 60 meter on Hazardous chemical leakage HCl incident and 12.5 centimeter on Fuel leakage explotion.
