Demi terwujudnya ketertiban tatanan kehidupan bersama yang lebih berkeadilan dan bermartabat yang berkaitan dengan penguasaan, pemilikan, penggunaan dan pemanfaatan tanah (P4T), Badan Pertanahan Nasional (BPN) melaksanakan pekerjaan pemetaan sehingga menghasilkan Kerangka Dasar Kadastral Nasional (KDKN), peta dasar, peta-peta tematik, dan penilaian bidang tanah dan kawasan dengan memanfaatkan teknologi pengukuran dan pemetaan yang tepat guna seperti menggunakan citra satelit sebagai sumber informasi dasar sehingga pekerjaan tersebut dapat terselesaikan dalam waktu yang relatif pendek. Namun, penggunaan citra satelit dapat memungkinkan terjadinya perbedaan luas persil-persil tanah dengan kondisi sebenarnya di lapangan. Oleh karena itu, diperlukan suatu analisa terhadap luas persil-persil di dalam citra dengan melakukan pengukuran di lapangan yang disesuaikan dengan spesifikasi teknis pengukuran dalam Peraturan Menteri Negara Agraria (PMNA) Nomor 3 Tahun 1997. Data yang digunakan dalam penelitian ini adalah data persil tanah yang diperoleh dari hasil pengukuran dengan alat ukur teodolit dan Electronic Distance Measurement (EDM), Peta Dasar Pendaftaran Tanah skala 1:1000, dan Citra satelit IKONOS multispektral skala 1:1000. Selanjutnya, data persil yang diperoleh dari 3 (tiga) referensi ini masing-masing ditentukan luasnya. Studi kasus untuk penelitian ini adalah wilayah Kelurahan Petungsewu Kecamatan Dau Kabupaten Malang. Hasil penelitian menunjukkan terjadi perbedaan nilai luas antara persil dalam citra terhadap persil hasil pengukuran di lapangan dengan nilai yang bervariasi yaitu berkisar antara 1,18% hingga 26,68% sehingga sebagian besar tidak memenuhi toleransi yaitu < 2% berdasarkan spesifikasi teknis menurut PMNA Nomor 3 tahun 1997.

In order to embody justice and more dignified live orderliness in our society related to land authorization, ownership and utilization (P4T), National Land Agency has carried out mapping, so that National Cadastral Assessment can be produced, by making use of precise mapping and measurement technology, such as, utilizing satellite image as basic information resource, so that the job can be executed in relatively short time. However, utilization of satellite image can be likely to come about different land parcel width, from actual condition at the field. Partial width in the image is therefore needed to be analyzed, by executing measurement at the field,as stipulated in the regulation of Agrarian state Ministry (PMNA) Number 3, 1997, in terms of measurement technical spesification. The data applied in this study is the land parcel data which was secured from the outcome of measurement using theodolite-measuring device and Electronic Distance Measurement (EDM), as well as, Land Registration Basic Map with scale of 1:1000, and satellite image IKONOS multispectral with scale of 1:1000. Subsequently, its width can be determined by parcel data secured from three references respectively. The observed case of this study was undertaken in Petungsewu Village, Dau Subdistrict of Malang Regence.
