Monitoring untuk proteksi dan kemanan dari ancaman kapal maupun obyek bawah air lainnya perlu sekali dilakukan. Salah satu caranya adalah dengan mengembangkan suatu sistem komunikasi tanpa kabel yang tersebar pada posisi strategis dari segi keamanan dan pertahanan sehingga dapat menciptakan sistem pertahanan laut nusantara (SPLN) yang mandiri dan berteknologi. Keunggulan dari teknologi ini adalah memungkinkan dibuat suatu jaringan sensor akustik bawah air yang kemudian informasi yang diperoleh tersebut diolah menjadi sebuah data oleh stasiun darat. Pengiriman informasi dari laut dapat dilakukan dengan menggunakan media radio frekuensi maupun sistem satelit. Pada tesis ini dikembangkan sebuah rancangan protocol sistem komunikasi bawah air yang dapat digunakan sebagai protocol tetap sistem komunikasi bawah air di Indonesia khususnya bagi kepentingan pertahanan laut. Dari studi tersebut kemudian dilakukan uji laboratorium dengan mengambil sampel air laut di beberapa wilayah Indonesia sehingga di dapat frekuensi pembawa yang sesuai dengan kondisi laut Indonesia. Pada akhirnya dilaksanakan perancangan sistem jalur komunikasi bawah air secara digital. Evaluasi kinerja dari hasil rancangan tersebut dilakukan dengan uji coba di kapal-kapal perang TNI AL.

Monitoring for the protection and security from the threat of ships and other underwater objects need to be done completely. One way is by developing a wireless communication system that spread in a strategic position in terms of security and defense so as to create a defense system of the archipelago sea (SPLN) are independent and technologically. The advantages of this technology is enabling created a network of underwater acoustic sensor information obtained is then processed into a data by ground stations. Shipping information from the sea can be done by using a medium frequency radio or satellite system. This thesis developed a draft underwater communication protocol system that can be used as the protocol remains underwater communication system in Indonesia, particularly for the benefit of sea defense. From these studies and then conducted a laboratory test by taking samples of sea water in some parts of Indonesia so that the carrier frequency corresponding to the condition of the seas of Indonesia. In the end the lines of communication system design implemented underwater digitally. Performance evaluation of the design is done by testing the warships of the Navy.
