PERANCANGAN SISTEM DATABASE PENJADWALAN PENAMBATAN KAPAL UNTUK MENINGKATKAN KUALITAS PENGELOLAAN TRANSPORTASI LAUT

DESIGN OF SHIP MOORING SCHEDULING DATABASE SYSTEM FOR IMPROVING THE QUALITY OF MARINE TRANSPORTATION MANAGEMENT

ABSTRAK

Pengaturan lalu lintas di bidang transportasi laut baik kapal yang akan memasuki ataupun yang meninggalkan pelabuhan berfungsi untuk kelancaran arus lalu lintas di pelabuhan. Kurangnya sistem informasi akan menyebabkan beberapa kerugian diantaranya keterlambatan waktu kedatangan dan keberangkatan kapal peningkatan jumlah antrian. Tugas akhir ini bertujuan untuk merancang sistem database penjadwalan pelayanan tambat kapal dengan melakukan optimasi terhadap waktu dan tempat tambat kapal. Optimasi dilakukan untuk mengetahui jumlah kapal barang dan kapal penumpang yang dapat tambat dan mengatur antrian kapal berdasarkan waktu kedatangan dan space kapal di dermaga. Pengujian dilakukan selama tujuh hari dengan jumlah antrian 11 kapal. Hasil yang diperoleh dari pengujian adalah maksimal 15 kapal yang dapat tambat di dermaga dengan ukuran panjang rata-rata 80 m sampai 150 m dan jarak antar kapal minimal sejauh 25 m. Optimasi waktu yang dilakukan diperoleh rata-rata waktu tambat kapal penumpang adalah 638 jam dan total waktu tambat rata-rata 252 jam per bulan atau 11 hari sehingga waktu jeda yang tersisa adalah 460 jam. Ini berarti terdapat 19 hari yang dapat diisi dengan 15 sampai 20 kapal barang.


ABSTRACT

Regulating the vessel traffic leads to an effective use of port facilities through smooth management of vessel arrivaldeparture handlings and providing a real-time information of port facilities management status. Lack of information systems will cause some losses i.e. delaying time of arrival and departure of ship as well as increasing the number of queues. In this work an important design of mooring service scheduling database system has been addressed to tackle the foremost planning problems in shipping operation i.e. allocating the preferred mooring location to a set of vessels scheduled to call at the terminal on a daily basis. Optimization was performed to determine the number of cargo and passenger ships that can moor and manage the queue based on scheduled arrival time the length overall LOA of the ship and pier capacity. The optimization tests were conducted for 7 days with the number of queues of 11 ships. The results obtained show that a maximum of 15 ships can moor at the pier for ship average LOA between 80 m and 150 m and the minimum distance between the ships of 25 m. The average length of stay on water for passenger ship is 6.38 hours thus per month it equals to in average 252 hours or 11 days. Based on the estimated remaining time interval 460 hours the number of cargo ships that can moor at the pier is 15 to 20.
