OPTIMATION OF SOLID WASTE TRANSPORTATION SYSTEM IN SOUTH SIDOARJO

ABSTRAK

Kabupaten Sidoarjo merupakan salah satu daerah yang memiliki permasalahan pengelolaan sampah dengan tingkat pelayanan pengangkutan sampah hanya mencapai 19. Adanya target reduksi sebesar 2 tiap tahun dari pemerintah akan mempengaruhi sistem pengangkutan sampah. Tujuan dari penulisan tugas akhir ini adalah mengOptimalisasi kondisi sistem pengangkutan sampah di wilayah selatan Kabupaten Sidoarjo dengan memperhatikan lokasi TPA yang juga terletak di wilayah selatan menganalisis kebutuhan sistem pengangkutan pada tahun 2025 dan menghitung besar emisi gas rumah kaca. Pada penelitian ini dilakukan analisis kondisi eksisting dengan metode mapping selama 6 hari di TPA pada hari yang berbeda dan pengamatan terhadap efisiensi jumlah ritasi pada 7 kendaraan berdasarkan area pelayanan serta jenis kendaraan dengan melakukan routing. Optimalisasi dilakukan berdasarkan hasil analisis kondisi eksisting dengan standarisasi jam kerja tiap personil untuk penambahan ritasi. Selain itu dilakukan analisis timbulan dan komposisi sampah di TPA dan TPS menggunakan prosedur SNI 19-3964-1995 untuk menghitung potensi reduksi dan proyeksi kebutuhan sistem pengangkutan tahun 2025. Metode yang digunakan untuk menghitung emisi karbon dioksida CO2 dengan IPCC International Panel on Climate Change. Digunakan 3 kondisi untuk melakukan Optimalisasi analisis kebutuhan sistem pengangkutan dan emisi CO2 yaitu tanpa reduksi dan adanya reduksi meliputi reduksi optimum dan bertahap. Hasil penelitian ini menunjukkan bahwa analisis kondisi eksisting didapatkan persentase pelayanan sebesar 15. Sampah yang dapat dikomposkan merupakan komposisi sampah dengan persentase yang paling besar di TPA dan TPS. Densitas sampah TPS Lingkar Timur di TPA 33757 sebesar kgm3 dan TPS Pasar Larangan di TPA sebesar 347382 kgm3 sedangkan densitas sampah di TPS Lingkar Timur sebesar 297381 kgm3 dengan timbulan sebesar 7.137153 kghari dan TPS Pasar Porong sebesar 310182 kgm3 dengan timbulan sebesar 9.92584 kghari. Penggantian kendaraan dilakukan secara rutin berdasarkan umur kendaraan 5-10 tahun. Kebutuhan sistem pengangkutan sampah tahun 2025 meliputi tanpa reduksi yaitu 18 unit arm roll truck dan 41 unit dump truck reduksi optimum yaitu 17 unit arm roll truck dan 40 unit dump truck dan reduksi bertahap yaitu 18 unit arm roll truck dan 41 unit dump truck. Besarnya emisi karbon dioksida CO2 meliputi kondisi eksisting sebesar 48745 ton CO2tahun Optimalisasi eksisting sebesar 71739 ton CO2tahun tanpa reduksi sebesar 1.25083 ton CO2tahun reduksi optimum sebesar 1.20484 ton CO2tahun dan reduksi bertahap sebesar 1.25083 ton CO2tahun.


ABSTRACT

Sidoarjo City is one of the areas that has problem with solid waste level service on trasportation system which is around 19. A target of reduction was 2 per year made by Sidoarjo Citys goverment. This reduction activities allow to increase percentage of transportation system. The objective of this research is to optimize the condition of South Sidoarjos solid waste transportation to analyze the transportation system in 2025 and to estimate the amount of greenhouse gas emission. In this research existing condition in 2013 was analyze using mapping method for 6 days in landfill area and observation on the efficiency of ritation numbers on 7 vehicles. The observation was based on service areas and type of vehicle with routing method. Optimation was done based on 2013s condition by means of standardizing working hours of each personil. The generation and composition of solid waste in landfill area and transfer depo was analyze based on SNI 19-3964-1995 to calculate reduction of solid waste and transportation system in 2025. The methods used to estimate the greenhouse gas emission especially CO2 emission was using IPCC International Panel on Climate Change. Optimation was done by three conditions analysis of solid waste transportation system and CO2 emission without reduction with optimum reduction and with gradual reduction. The result of this research shows that percentage of solid waste service on transportation system in 2013 was 15. Combustible waste is the major of percentage composition in landfill area and transfer depo. Solid waste density of Lingkar Timur depo in landfil area was 33757 kgm3 and Pasar Larangan depo in landfill area was 347382 kgm3 then solid waste density of Lingkar Timur depo was 297381 kgm3 and Pasar Porong depo was 310182 kgm3. Solid waste generation of Lingkar Timur depo was 7.137153 kgday and Pasar Porong depo was 9.92584 kgday. Solid waste transportation system in 2025 vehicles without reduction were 18 units of arm roll truck and 41 units of dump truck vehicles with optimum reduction were 17 units of arm roll truck and 40 units of dump truck and vehicles with gradual reduction were 18 units of arm roll truck and 41 units of dump truck. The calculated amount of greenhouse gas of CO2 emission in 2013 was 48745 tonsyear CO2 emission with optimation in 2013 was 71739 tonsyear CO2 emission without reduction was 1.25083 tonsyear CO2 emission with optimum reduction was 1.20484 tonsyear and CO2 emission with gradual reduction was 1.25083 tonsyear.
