STUDI COST BENEFIT TATA KELOLA SAMPAH DI DARAT DAN DI LAUT

COST BENEFIT STUDY OF MUNICIPAL SOLID WASTE MANAGEMENT BETWEEN IN THE LAND AND IN THE SEA

ABSTRAK

Tempat Pembuangan Akhir TPA Benowo merupakan satu-satunya tempat pemrosesan akhir sampah Kota Surabaya dengan luas wilayah 347 ha. Kapasitas eksisting TPA saat ini hanya bisa menampung sampah maksimal 1.200 tonhari. Data jumlah penduduk Surabaya pada tahun 2012 mencapai 31 juta jiwa dan diproyeksikan akan mencapai 36 juta jiwa pada tahun 2022. Dengan begitu pada tahun 2012-2012 akan terjadi peningkatan pertumbuhan penduduk sebesar 166. Hal ini menyebabkan perkiraan umur operasional TPA tidak akan lebih lama dari umur perencanaannya. Sebagai solusi untuk mengantisipasi keterbatasan lahan dan kapasitas TPA adalah dengan menggunakan Material Recovery Facilities MRF Apung. MRF Apung merupakan penerapan konsep MRF pada sebuah moda apung yang beroperasi di laut dengan radius pengolahan yang diijinkan dalam MARPOL 7378 Annex V. Untuk mengetahui dampak dari pengoperasian dari MRF Apung dalam penelitian ini digunakan metode Cost Benefit Analysis. Dimana setiap komponen biaya dan manfaatnya dihitung baik internal maupun eksternal. Dari hasil perhitungan didapat jumlah sampah penduduk Surabaya pada tahun 2022 diproyeksikan mencapai 1.385 tonhari. Total biaya pengelolaan sampah di darat eksisting adalah sebesar 9399 milyar rupiah. Untuk total biaya yang diperlukan dalam pengolahan sampah di laut MRF Apung adalah sebesar 5422 milyar rupiah. Sedangkan total biaya yang diperlukan dalam pengolahan sampah di darat MRF Darat adalah sebesar 4687 milyar rupiah. Manfaat dari konsep pengolahan sampah di laut adalah sebesar 547 milyar rupiah. Berdasarkan analisis biaya dan manfaat menunjukkan hasil dimana rasio BC sebesar 010 yang berarti konsep MRF Apung tidak layak untuk dilaksanakan pada saat harga tanah masih senilai 1.5 juta rupiah per m2. Namun pada saat harga tanah telah mencapai 13890 juta rupiah per m2 yang diestimasikan pada tahun 2021 maka alternatif pengolahan sampah dengan menggunakan MRF Apung akan layak dijalankan.


ABSTRACT

Benowo landfill which has 34.7 ha area is the only place to final processing Municipal Solid Waste MSW of Surabaya. The current capacity of the existing landfill can only hold a maximum of 1200 tons of MSW day. The results obtained projection that by 2022 the amount of MSW entering the landfill Surabaya population of 1385 tons day. This condition may reduce the operational lifespan of the landfill compared to lifespan planning. One of the alternative solution to anticipate limited land and landfill capacity is to use the Material Recovery Facilities MRF. Floating MRF is a MRF concept applied to a floating mode such as ship that operate at sea in allowable radius based on MARPOL 7378 Annex V. To determine the impact of the operation of the Floating MRF used in this study of Cost - Benefit Analysis. Where each component is calculated costs and benefits both internal and external. From the calculation of the amount of waste obtained Surabaya population in 2022 is projected to reach 1385 tons day. The total cost of waste management on land existing is Rp 939 859 849 840. The total cost required for the processing of waste at sea Floating MRF is Rp 542 161 450 229. While the total cost required in processing waste on land MRF at land is Rp 468 701 895 418. The benefits of the concept of waste at sea is Rp Rp54.705.983.542. Value Cost Benefit Ratio produced by Floating MRF is 0.10 which means that this concept is not eligible to run. However based on the results of the sensitivity analysis of the price of land to waste management costs when land prices reached 13890 million dollars per m2 in 2021 the alternative waste treatment by using the Floating MRF will viable compared with waste management on land.
