ABSTRAK

Tugas akhir ini menjelaskan tentang penilaian risiko sosial akibat kebocoran pipa pada jalur pipa transfer bahan bakar di darat dari depo ke depo milik PT Duta Artha Bahari Nusantara Gresik. Penilaian risiko ini dilakukan untuk memastikan bahwa tidak ada risiko sosial yang terjadi karena mempertimbangkan jarak antara jalur pipa dengan pemukiman warga. Potensi bahaya seperti kebakaran dan ledakan pada jalur pipa ini menjadi pertimbangan karena jalur pipa tersebut berada di atas tanah dan tanpa pelindung. Tujuan tugas akhir ini adalah untuk mengetahui potensi bahaya frekuensi kegagalan jalur pipa maupun konsekuensi dan pada akhirnya melakukan mitigasi atau pengamanan agar risiko berada pada daerah yang dapat diterima. HAZOP digunakan sebagai metode untuk melakukan identifikasi bahaya sedangkan Event Tree Analisys dipilih untuk melakukan analisa frekuensi. Pemodelan konsekuensi dilakukan dengan fire modelling software Shell FRED kemudian F-N curve digunakan untuk mengevaluasi risiko. Tugas akhir ini menemukan potensi bahaya kebocoran yang disebabkan oleh pihak ketiga. Bank data CONCAWE digunakan sebagai referensi dalam melakukan analisa frekeunsi. Dari analisa frekuensi ditemukan frekuensi kebocoran pipa pada segmen 1 adalah 139 x 10-5 per tahun sedangkan pada segmen 2 dan segmen 3 memiliki frekuensi sebesar 648 x 10-5 per tahun. Model konsekuensi digunakan untuk menentukan tipe dan besarnya potensi bahaya. Tugas akhir ini pada akhirnya menemukan bahwa hanya segmen 3 yang berada pada daerah tidak dapat diterima yang dapat dilihat dari F-N curve. Beberapa pilihan pengaman direkomendasikan dan akhirnya dipilih pemasangan pengaman border pada jalur pipa pada segmen 3.


ABSTRACT

This thesis addresses societal risk assessment due to leakage of onshore fuel pipeline from port to terminal of PT Duta Artha Bahari Nusantara. This assessment was carried out to ensure that the facility put no risk to society considering short distance between the facility with the public residence.The hazard such as fire and explosion of this pipeline is potentially considered since the pipeline is above the ground without any cover or protection. The objectives of this thesis are to understand the potential hazard of that pipeline its frequency failure as well as its qonsequance and at the end to recommend any mitigation or safeguards to ensure the risk within the acceptable region. HAZOP was taken as the method for hazard identification whilst event Tree Analysis for frequency analysis. Consequance modelling was then carried out by means of fire modeling software Shell FRED and F-N curve is used to represent the risk. This thesis found that the potential hazard of the facility is leakage caused by third party. CONCAWE data bank was referred as the pipeline failure frequency model analysis. Through the frequency analysis it was found that the leakage frequency per year of 1st pipeline segment is 139 x 10-5 meanwhile the 2nd and 3rd segments has failure frequency of 648 x 10-5 per year.The consequence model was used to determine the type and the magnitude of the potential hazard. This thesis eventually found that only the 3rd segment is located in the unaccaptable region of the FN Curve. Some safeguard options were recommended here and installing pipeline protectionborder at segment 3 was then selected.
