Adalah suatu hal yang menggembirakan bahwa pada saat yang berbahagia dalam bulan Nopember ini, patutlah kita semua, khususnya masyarakat Surabaya memanjatkan puji dan syukur kepada Allah Tuhan Yang Maha Kuasa, karena dengan segala karunia dan ridlo-Nya, ada satu lembaga ilmiah pendidikan tinggi teknik dikota Surabaya ini dengan nama " INSTITUT TEKNOLOGI SEPULUH NOPEMBER" Surabaya (ITS), bukan Institut Teknologi Surabaya, mencapai usia seperempat abad. Tepatnya pada tanggal 10 Nopember 1985 dan akan diperingati hari jadi-nya yang ke 25 (duapuluh lima). Hitungan usia 25 tahun itu, menurut sejarahnya Institut Negeri ini awal mula berasal dari penjelmaan suatu lem baga pendidikan tinggi teknik swasta dengan nama "PERGURUAN TINGGI TEKNIK 10 NOPEMBER" di Surabaya, yang dilahirkan, dibangun dan dibina oleh suatu lembaga Yayasan Swasta sejak tahun 1957 dan diresmikan berdirinya pada tanggal 10 Nopember 1957 oleh Presiden Republik Indonesia Dr.Ir. Soekarno, dalam suatu upacara rapat senat terbuka yang pertama kali bertempat di Hanggar Lapangan Terbang Morokrembangan Perak Surabaya. Lalu tiga tahun kemudian (1957-1960) dinegerikan menjadi suatu Institut Negeri sejak tanggal 10 Nopember 1960 (1960-1985) 25 tahun. Setelah 15 (lima be1as) tahun sejak hari Proklamasi Kemerdekaan Negara Republik Indonesia, ITS adalah Institut Teknologi yang pertama di Indonesia dan merupakan yang kedua sesudah Institut Teknologi Bandung (ITB) sejaman pra-kemerdekaan.
