ABSTRAK

Bencana disaster adalah gangguan serius yang melampaui kemampuan masyarakat untuk menanggulanginya hanya dengan menggunakan sumber dayanya sendiri. Dampak yang ditimbulkan dari terjadinya bencana ini antara lain kerusakan sarana prasaranakehilangan dataterganggunya fungsi utama organisasisampai dengan kehilangan nyawa. Gresik sebagai daerah yang padat industri sudah mendekati kota yang tak layak huni akibat polusi. Banyaknya pabrik serta pesatnya industrialisasi di Gresik sangat rawan menimbulkan pencemaran dan kerusakan kerusakan lingkungan. Peristiwa meledaknya pabrik PT Petrowidada di kawasan industri Petrokimia yang pernah terjadi dulu harus membuat kita semua semakin waspada. Kejadian itu mengingatkan betapa rawan daerah-daerah yang mempunyai kawasan industri kimia Tanpa kewaspadaan sejak dini bukan tidak mungkin peristiwa ledakan pabrik PT Petrowidada terjadi lagi mungkin saja di tempat tempat lain Setiap pengelola industri seharusnya mulai melengkapi sistem tanggap darurat industri sehingga ketika sewaktu-waktu terjadi kecelakaan yang tidak diharapkan bisa segera diantisipasi termasuk kesiapan masyarakat di sekitarnya ketika perlu evakuasi. Sikap waspada tidak ada salahnya untuk selalu diingatkan secara terus-menerus. Ini mengingat seiring pertumbuhan industri yang pesat. Saat ini Gresik telah mengaplikasikan system tanggap darurat yang lebih dikenal dengan APELLAwarenes And Preparedness for Emergencies at Local Level. Untuk mengetahui tentang kesiapan Gresik menghadapi bencana industri diperlukan evaluasi tanggap darurat industri yang selama ini telah berjalan. Salahsatu model yang dipergunakan untuk mengevaluasi tanggap darurat industri adalah model SCAR State Capability Assesment for Readiness. Dengan pengumpulan data primer berupa metode kuesioner yang berisikan seperangkat check list daftar pertanyaan maka model SCAR dipakai sebagai alat untuk meng-evaluasi system tanggap darurat yang selama ini diaplikasikan di Gresik. Didukung dengan data sekunder berupa studi literature tentang hal-hal yang berhubungan dengan kecelakaan industri serta observasi dilapangan maka penelitian menfokuskan pada pelaksanaan system tanggap darurat di Gresik dalam menghadapi bencana industri Dari analisis yang dilakukan maka diperoleh hasil bahwa model SCAR yang yang dipergunakan sebagai alat untuk meng-evaluasi tanggap darurat industri menghasilkan penilaian yang rendah dalam pelaksanaannya. Hal ini berarti penanganan keselamatan dan keamanan di dunia industri khususnya industri kimia di Kabupaten Gresik masih lemah. Selain ketidaksiapan Gresik dalam menghadapi bencana industri peran serta masyarakat bekerjasama dengan industri dan pemerintah adalah fakta yang tidak boleh ditinggalkan dalam rangka tanggap darurat suatu kota dalam menghadapi bencana industri


ABSTRACT

Disaster is abysmal serious trouble beyond the societys ability to overcome only by using its own resources. The impact resulted from this disaster are possibly in the form of the damage of infrastructures the loss of data the malfunction of organization and the worst it might cause the death. Gresik is situated in densely industrialized area. It has become almost extremely polluted town to live. The growing number factories and industrialization in Gresik increase the risk of environmental contamination and damage. The explosion of PT Petrowidada in Petrokimia industrial area reminded us of the important of raising early awareness of such disaster which very unlikely happened in other places Each industrial management ought to equip itself with the emergency response system so when the accident happened the system can immediately detect and anticipate including the readiness of nearby society to be evacuated if necessary. Such awareness should always be continuously built . This is due to the vast industrial growth. At present Gresik has applied emergency response system known as APELL Awareness And Preparedness for Emergencies at Local Level. To identify the readiness of Gresik to face industrial disaster the evaluation of emergency response system of industrial disaster should be conducted. One of the models used to evaluate emergency response system of industrial disaster is SCAR State Capability Assessment for Readiness model. The primary data of the research are collected by distributing questionnaire comprising a set of check list questionnaire hence the SCAR model is applied as a tool to evaluate the emergency response system in Gresik. The secondary data are in the form of literature study dealing with industrial accident as well as field observation. So the research focuses on the application of emergency response system in Gresik to face industrial disaster The result of analysis shows that the SCAR model which is used as a tool to evaluate the emergency response system yield low assessment in its application. It means that the management of industrial safety and security specially chemical industry in Gresik is still insufficient. Besides the unreadiness of Gresik to face industrial disaster the role of social participation of the society cooperating partnership with industry and government are the fact that may not be neglected in order to set up an emergency response system of a town to face industrial disaster
