PENGAMANAN DATA DENGAN TEKNIK STEGANOGRAFI UNTUK MENDUKUNG E-GOVERNMENT

ABSTRAK

Penerapan e-Government mengharuskan semua Satuan Kerja Perangkat Daerah SKPD terjalin dalam koneksi satu jaringan dan dapat saling berkomunikasi untuk bertukar informasi. Namun tidak semua SKPD bersedia karena kekhawatiran akan data-data penting dan rahasia seperti data keuangan data diri dan data kesehatan diketahui oleh orang yang tidak berhak atau tidak berkepentingan. Pada penelitian ini digunakan suatu teknik yang disebut steganografi untuk menyembunyikan data berekstensi .docx .xlsx .txt dan .pdf dengan cara menyisipkannya ke dalam media citra digital menggunakan algoritma substitusi Least Significant Bits LSB dan algoritma Random Pixel Positioning RPP. File pesan disisipkan dalam suatu media citragambar yang bertipe bitmap .bmp. Citra yang telah disisipi data akan mengalami penurunan kualitas. Untuk mengevaluasi kualitas citra hasil steganografi adalah dengan penilaian secara obyektif yaitu menghitung nilai Mean Square Error MSE dan Peak Signal to Noise Ratio PSNR. Dari hasil pengujian pada citra cover dan file pesan yang sama di dapat nilai MSE 00213 dB dan nilai PSNR 648376 dB untuk algoritma LSB serta nilai MSE 00210 dB dan nilai PSNR 649055 dB untuk algoritma RPP. Hal ini menunjukkan bahwa algoritma RPP lebih baik dibandingkan dengan algoritma LSB dalam hal lebih rendahnya nilai MSE dan lebih besarnya nilai PSNR. Selain itu algoritma RPP lebih baik dibanding algoritma LSB dalam hal daya tampung file pesan dalam citra cover. Serta lebih aman karena menggunakan kata kunci sebagai pembangkit bilangan acak semu untuk penempatan bit file pesan pada pixel dari citra cover. Sehingga dapat disimpulkan bahwa algoritma RPP dapat direkomendasikan kepada pemangku kepentingan untuk membuat kebijakan dalam hal pengamanan data untuk mendukung penerapan e-government.


ABSTRACT

E-Government in regional work units SKPD Satuan Kerja Perangkat Daerah connected into a single network connection and communicate with each other to exchanging information. But not every SKPD are willing to connected because there are fear of the necessary and confidential data such as financial data personal data and health data is known by people who are not eligible or not interested. In this study used a technique called steganography to hide data with extension .docx .xlsx .txt and .pdf paste manner with substitution algorithm Least Significant Bits LSB and the algorithm Random Pixel Positioning RPP. Message file is inserted in an image media with the type .bmp bitmap. The image has been inserted data will experience a loss of quality. To evaluate the image quality of the result of steganographic with an objective assessment using count value of Mean Square Error MSE and Peak Signal to Noise Ratio PSNR. On same the cover image and file message resulting MSE value 0.0213 dB and PSNR values 64.8376 dB for LSB algorithm and the MSE value of 0.0210 dB and PSNR values 64.9055 dB for RPP algorithm. The result show that the RPP algorithm is better than the LSB algorithm in terms of lower value of MSE and greater value of PSNR. Additionally RPP algorithm is better than the LSB algorithm in terms of capacity the message file in cover image. Also more secure because it uses keywords as pseudorandom number generator for the placement of bits in the message file of the cover image pixels. So it can be concluded that the RPP algorithm can be recommended to stakeholders to make policy in terms of safety data for supporting the implementation of e-Government.
