ABSTRAK

Proses distribusi suatu produk merupakan bagian dari proses supply chain. Pada penelitian ini supply chain dikategorikan ke dalam dua level yang meliputi level pertama yaitu distribusi produk mulai dari supplier menuju distribution centre DC atau gudang dilanjutkan ke level kedua dari DC menuju customer. Perum Bulog saat ini telah melakukan perhitungan biaya total distribusi yang disebut sebagai kondisi eksisting. Komponen biayanya terdiri dari fixed charge yang merupakan biaya tetap yang muncul setiap kali pengiriman terjadi biaya loading dan unloading biaya maintenance biaya retur dan biaya operasional. Implementasi model pada Perum Bulog bertujuan untuk meminimumkan total biaya distribusi berdasarkan teknik optimasi dengan pemanfaatan software Lingo 14.0 . Penelitian ini merupakan bentuk implementasi dari program reduksi biaya yang disusun dengan menentukan terlebih dahulu cost center yang menjadi komponen biaya utama dari proses distribusi dengan melalui interview yang mendalam pada area-area yang terkait yang meliputi area administrasi dan keuangan area distribusi dan logistik dan area sumber daya manusia. Program reduksi biaya dilakukan untuk meminimumkan biaya melalui teknik optimasi sehingga dapat mereduksi biaya-biaya yang kurang diperlukan. Hasil yang diperoleh dari penelitian ini adalah model yang dikembangkan mampu memfasilitasi sistem riil dan mampu menjelaskan perhitungan biaya distribusi yang optimal dengan alokasi jumlah lot dari setiap supplier dan gudang ke tiap titik distribusi yaitu sejumlah 67 kecamatan yang tersebar di Surabaya Sidoarjo dan Gresik. Perbandingan antara kondisi eksisting dengan kondisi proposed yang melibatkan 2 skenario memberikan hasil lebih optimal dimana skenario 2 dari kondisi proposed dengan penggunaan 3 jenis kendaraan memberikan biaya total minimal. Hasil perbandingan yang diperoleh bahwa kondisi proposed dengan penggunaan 3 jenis kendaraan memberikan nilai biaya distribusi yang lebih kecil dibandingkan dengan hanya menggunakan 1 jenis kendaraan


ABSTRACT

Product distribution is a part of the supply chain process. In this research the supply chain is categorized into two stages. These include first stage starting from supplier to distribution center DC and second stage from DC to customer. Perum Bulog has already calculated the total distribution cost based on the actual condition of two stage that we called as existing condition. Components of cost involved are loading and unloading cost maintenance cost return cost operational cost and fixed charge or fixed cost that is charged once on delivery. Optimization process will be proposed as a better solution to minimize cost using implementation of Lingo 14 software package. This research implemented cost reduction program CRP which is started with cost centers selection based on depth interview with the related areas including administration and finance area distribution and logistic area and human resource area. By collecting many information from different areas cost account and any information related to the distribution process can be selected clearly. The purpose of cost reduction program is to minimize cost by using optimization technique for reducing inappropriate costs. Model results will clearly define the optimal distribution cost with proper product allocation from supplier to DC then to distribution point or customer that will be used for company system design support. Sixty-seven sub districts are used as distribution points located in Surabaya Sidoarjo and Gresik with lot size delivery used for transportation vehicle selection to obtain optimal distribution cost. Comparation between existing condition and proposed condition with 2 scenarios are used to explain about the difference of calculation procedure. The result will show that the proposed condition obtained using 3 vehicle types 2nd scenario gave a smaller cost than the existing one.
