THE EFFICIENCY OF THE PILOT PROJECT ECO ACTION PROGRAM EAP IN PT. LOKA REFRACTORIES

ABSTRAK
Eco Action Program EAP merupakan suatu program sistem manajemen
lingkungan yang ditujukan bagi SMEs atau UKM . EAP sendiri memiliki konsep
yang mengacu pada sistem manajemen lingkungan yang telah diterapkan di
Jepang yang disebut dengan Eco Action 21 EA 21. Proyek EAP yang diterapkan
di Surabaya ini pelaksanaannya masih bersifat pilot project sehingga UKM yang
bersedia mengimplementasikannya masih belum memperoleh sertifikasi seperti
yang telah diterapkan di Jepang. Salah satu UKM di Surabaya yang bersedia
untuk ikut serta dalam Pilot Project EAP adalah PT. Loka Refractories yang
merupakan UKM milik Daerah Jawa Timur dan bergerak dalam produksi produkproduk
refractories. Melalui penelitian ini akan dijelaskan proses pelaksanaan
implementasi EAP serta dampak yang ditimbulkan bagi perusahaan dalam
mengupayakan peningkatan efisiensi bagi perusahaan. Identifikasi terhadap upaya
peningkatan efisiensi dilakukan berdasarkan hasil pengukuran beban lingkungan
perusahaan yang merupakan salah satu langkah implementasi EAP. Hasil
identifikasi berupa rekomendasi perbaikan yang mendukung peningkatan efisiensi
bagi perusahaan. Berdasarkan hasil identifikasi terhadap beban lingkungan
perusahaan yang telah dilakukan terdapat dua permasalahan utama terkait dengan
efisiensi yaitu efisiensi penggunaan mesin shuttle kiln tungku pembakaran dan
efisiensi konsumsi listrik perusahaan. Penyelesaian terhadap kedua permasalahan
tersebut diselesaikan dengan menggunakan dua pendekatan yang berbeda. Untuk
efisiensi terkait dengan mesin shuttle kiln diselesaikan dengan menggunakan
pendekatan keilmuan termodinamika yang salah satunya disebut dengan
perpindahan panas heat transfer sedangkan untuk efisiensi konsumsi listrik
diselesaikan dengan terlebih dahulu memahami sistem tagihan listrik yang
ditetapkan oleh PLN untuk selanjutnya dilakukan penyusunan rekomendasi
perbaikan dengan menggunakan bantuan Diagram Sebab-Akibat atau Cause and
Effect Diagram.
ABSTRACT
ap is an environmental management system program that is intended for
Small Medium Enterprise UKM. Eap itself has a concept that refers to the
environmental management system program that has been implemented in Japan
called ECO Action 21 EA 21. The EAP project that is implemented in Surabaya
tends to be called as pilot project therefore UKM that is willing to implement it
still has not obtained the certification as it has been applied in Japan. One of the
UKM in Surabaya that participate in EAP Pilot Project is PT. Loka Refractories.
This company belongs to the UKM in East Java which is engaged in the
production of refractories products fire resistant products. This study is aimed to
discuss the process and the impact of EAP implementation for the company and
improve the efficiency itself. This identification of the efforts to increase the
efficiency is based on the result of the measurement of environmental enterprise
that belongs to the implementation of EAP. The result of this identification will
be the recommendation of the improvements that support the enhancement of the
efficiency for the company. Both in terms of operational and cost terms. This
result brings two main problems associated with the efficiency of engine excretion
shuttle klin and the efficiency of the companys electricity consumption. The
solution for that both problems solved by using two different approaches. The
efficiency of the engine shuttle kiln solved by using a thermodynamics scientific
approach that called heat transfer meanwhile the efficiency of electricity
consumption solved by first understanding of the system power bills set by PLN
State Electricity Company. Furthermore the preparation of the recommendation
for improvement will be structured by Cause-Effect Diagram.
