ABSTRAK

Data Envelopment Analysis DEA merupakan model pengukuran efisiensi relatif berbasis multiple output dan input yang telah banyak diterapkan. Pendekatan dalam DEA menggunakan program linier yang menjadikan bobot dari masing-masing variabel sebagai variabel keputusan. Hal ini menyebabkan sering terjadinya distribusi bobot yang tidak merata pada model. Salah satu cara untuk menghindari terjadinya hal ini adalah dengan menambahkan batasan pada nilai bobot dengan metode assurance region. Pada model network terdapat sejumlah kondisi khusus yang tidak ada pada model black box DEA. Karena adanya transfer antar subproses maka pada satu subproses sebuah variabel dapat menjadi input dan juga merupakan output pada subproses sebelumnya. Namun juga terdapat output yang benar-benar keluar dari sistem dan tidak dilanjutkan pada subproses selanjutnya. Pada penelitian sebelumnya seluruh output dari proses 1 selalu dilanjutkan ke proses selanjutnya dan mengabaikan adanya output yang keluar dari sistem sehingga output yang diidentifikasikan adalah output final yang keluar dari sistem saja tanpa mempertimbangkan adanya output dari subproses yang tidak dilanjutkan. Selain itu pada kondisi network sebuat variabel input bisa digunakan secara bersamaan oleh kedua proses pada proporsi yang berbeda. Kedua karakteristik tersebut belum diakomodasi pada model network sebelumnya dan akan menjadi pengembangan dalam penelitian ini bersama dengan konsep assurance region untuk pembatasan bobot. Model yang dikembangkan diujikan secara bertahap melalui berbagai tipe data dan variasi jumlah DMU maupun jumlah input dan output. Implementasi model akhir diujikan pada penilaian efisiensi jurusan di ITS. Hasil dari penelitian ini menunjukkan bahwa model network memberikan nilai efisiens i yang lebih ketat dibandingkan penambahan konstrain AR selain itu distribusi bobot pada model AR-NDEA lebih merata dibandingkan dengan model NDEA.


ABSTRACT

Data Envelopment Analysis DEA is known as efficiency measurement model which considers multiple output and input. This model has been implemented in many sectors and subjects. DEA employs linear programming approach by using weight in each variable as the decision variable. Since weight of variables are known after the model is solved most of the results show unreasonable weight distribution causing several inputs and outputs to be unaccounted in the model. To tackle with this issue previous research has indicate that assurance region AR which poses as a new constraints in the model is able to reduce the unreasonable weight distribution in the model. Network model also introduces several specific conditions which are unaccounted in the conventional black-box DEA. The network identifies transfers between processes causing one processes output may be other processes inputs. However previous research has not considered the true output of a process which is not processed in the next process. Another characteristic of a network structure is that the existence of input sharing between process. This may cause one input to be utilized by multiple processes given the specific proportions. Those two aforementioned characteristics are the concerns of this study including the addition of assurance region in the developed model. Models are tested by using different types of data numbers of unit numbers of input and output variables. As an actual approach models are implemented to identify the efficiency level of departments in Institut Teknologi Sepuluh Nopember. The result of this study shows that network structure gives more substantial efficiency changes compare to the AR constraints. The case study from ITS also concludes that AR-NDEA provides more reasonable and reliable weight than NDEA model.
