PENENTUAN JUMLAH PENYAPU OPTIMAL BERDASARKAN WAKTU STANDAR DAN TINGKAT KESULITAN PENYAPUAN PADA SISTEM PENYAPUAN JALAN KOTA SURABAYA

ABSTRAK

Kota Surabaya telah berhasil dalam penerapan green and clean dan perwujudan eco city dengan berbagai penghargaan yang telah diraih berturut-turut diantaranya penghargaan Adipura Kencana sebagai kota terbersih di Indonesia sejak tahun 2006 hingga tahun 2013 Adiwiyata Kalpataru taman terbaik dan penghargaan lainnya. Semua keberhasilan tersebut didukung oleh Dinas Kebersihan dan Pertamanan Kota Surabaya yang sangat handal dalam menangani kebersihan Kota Surabaya. Sistem penyapuan jalan merupakan sistem penanganan kebersihan kota dari limbah sampah utamanya timbul dari sampah yang terdapat di sekitar jalan. Sistem penyapuan yang dikelola oleh DKP saat ini menentukan jumlah penyapu berdasarkan beban kerja 700 m2 per penyapu yang didasarkan pada studi oleh Japan International Cooperate Agency JICA di tahun 1993. Walaupun digunakan sebagai acuan selama bertahun-tahun beban kerja 700 m2 tidak pernah dipahami secara scientific oleh pihak DKP dan hanya digunakan secara turun-temurun saja. Untuk mengetahui waktu standar penyapuan jalan di kota Surabaya yang riil dan akurat perlu dilakukan pengukuran waktu standar penyapuan secara scientific berdasarkan stopwatch time study. Mengingat variasi tingkat kesulitan penyapuan jalan di kota Surabaya maka pengukuran stopwatch time study harus didahului dengan pengklasifikasian jalan-jalan di kota Surabaya berdasarkan tingkat kesulitan penyapuannya. Dalam penelitian ini didapatkan 7 kriteria tingkat kesulitan penyapuan jalan yakni Jenis Konstruksi Pedestrian Kondisi Pedestrian Komposisi Jalan Volume Kendaraan Sampah Persil Saluran Air dan Sarang Tawon dan Sumber Sampah kemudian dari masing-masing kriteria didapatkan bobot dengan menggunakan metode AHP melalui Focus Group Discussion FGD intensif dengan pihak DKP. Selanjutnya dilakukan penyusunan database jalan penyapuan di kota Surabaya dengan memperhatikan 7 kriteria tingkat kesulitan penyapuan. Berdasarkan database didapatkan 8 jalan yang menjadi sample dalam proses pengukuran waktu standar dengan stopwatch time study. Hasil pengukuran didapatkan jumlah penyapu optimal dalam sistem penyapuan Kota Surabaya adalah 645 orang penyapu dari jumlah penyapu awal adalah 929 orang. Setelah diperoleh jumlah penyapu yang optimal maka dilakukan evaluasi serta rekomendasi efisiensi anggaran sistem penyapuan jalan di Kota Surabaya.


ABSTRACT

Surabaya City has been successful in the application of green and clean and eco city with a variety of awards that have been achieved consecutively. All of these successes are supported by the Dinas Kebersihan dan Pertamanan DKP Surabaya which is very reliable in handling the cleanliness city of Surabaya. Street sweeping system is a system of handling the cleanliness of the city garbage waste arising primarily from waste at the streets and their surrounding. Sweeping system managed by the DKP determining the workload of 700 m2 per sweeper based on a study of Japan International Cooperate Agency JICA in 1993. Although used as a reference for many years the workload of 700 m2 is never understood in scientific way and only being used from generation to generation by DKP. Scientic measurement of a standard time or standard sweeping area for sweepers based on a stopwatch time study is urgently needed to determine the standard time and the number of required sweeper accurately. Given the variation of street conditions the difficulty level of sweeping also varies. Therefore the stopwatch time study must be preceded by the classification of the streets based on the sweeping difficulty levels. This study obtained 7 criteria as the basis of determining sweeping difficulty levels. Those 7 criteria are construction type of pedestrian pedestrian conditions composition of the road volume of vehicles neighborhood garbages water channels and the existence of wasp nests and the source of garbages. Those criteria are weighed by using Analytical Hierarchy Process AHP that had been done through a series of Focus Group Discussion FGS intensively with the DKP. Those criteria then had been used to develop a database of difficulty levels of Surabaya streets. Based on the developed database this study obtained a sample of 8 roads for the stopwatch time study. Based on the new time standard it is found that the existing number of the sweeper can be reduced from 929 people to 645 people which is 303. Based on this reduction the sweeping budget has been evaluated and yielded around 6M reduction.
