ABSTRAK

Kecamatan Panti Kabupaten Jember merupakan kawasan perkebunan kopi dan karet yang tergolong paling parah terlanda bencana alam terutama desa Kemiri dan desa Suci di awal tahun 2006. Seluruh kawasan itu berada di sekitar pegunungan Hiang Argopuro tepatnya daerah aliran Kali Dinoyo dan Kali Putih yang berupa lahan perkebunan terbuka dengan material tanah yang lepas dan pada musim hujan mudah terbawa oleh aliran air yang melimpas. Adanya pengurangan vegetasi di gunung dan pembangunan kawasan pemukiman merubah tata guna lahan yang berakibat banjir dan tanah longsor. Tujuan dari penelitian ini untuk mengetahui kesesuaian tata guna lahan sebagai upaya konservasi dengan metode vegetasi yakni menanaminya dengan tanaman yang sesuai dengan fungsi kawasan dan kondisi fisiologisnya baik sebelum banjir sebagai evaluasi maupun sesudah banjir sebagai perencanaan. Penelitian ini dilakukan di Sub DAS Glagahwero DAS Bedadung dengan luas daerah tangkapan air 8800 hektar. Secara geografis daerah ini terletak pada 80000 - 81500 LS dan 1133000 - 1134500 BT. Data klimatologi diambil dari data stasiun klimatologi di daerah penelitian rata-rata temperatur udara 23C kelembaban udara 89 lama penyinaran matahari 6571 dan kecepatan angin rata-rata 20 kmjam. Berdasarkan catatan di beberapa stasiun pengamat yang ada selama 10 tahun terakhir curah hujan rata-rata 1.950 mmth curah hujan terendah 1.458 mmth dan tertinggi sebesar 2.425 mmth. Intensitas hujan harian terbesar sebesar 17750 mmhari terjadi di wilayah Sub DAS bagian hulu di kecamatan Panti. Metode penelitian menggunakan interpretasi data citra Satelit Aster tahun 2008 dan peta-peta pendukung lainnya. Analisa dilakukan dengan Sistem Informasi Geografis SIG diketahui bahwa Sub DAS Glagahwero pada kawasan hutan lindung 100 luasannya berpotensi kritis sampai agak kritis. Pada kawasan budidaya tanaman tahunan 50 luasannya berpotensi kritis. Usaha konservasi yang optimal untuk dapat mempertahankan kondisi eksisting yang telah ada harus dilakukan. Konservasi dapat dilakukan dengan beberapa metode diantaranya dengan metode vegetatif yakni semua tanaman yang ditanam pada lahan harus sesuai dengan fungsi kawasan dan kondisi fisiologisnya.Pada kawasan hutan lindung sebagai pengendali erosi dipilih tanaman sengon laut dan kemlandingan. Pada kawasan penyangga dipilih tanaman jati mahoni dan sono keling. Pada kawasan budidaya tanaman tahunan dipilih tanaman kopi coklat rambutan durian alpukat dan nangka yang diselingi dengan salam dan mahoni. Untuk penguat teras atau tepi sungai ditanami aren bambu salak dan kaliandra.


ABSTRACT

Panti Subdistrict Jember District is an area of coffee and rubber plantations which is the most severely affected by natural disasters mainly Kemiri and Suci Villages in early 2006. The whole area is the Hiang Argopuro Mountain precisely along watershed Dinoyo and Putih Rivers. The area is in the form of open land plantation with loose soil material and in the rainy season easily carried away by overflowing water. The reduction of vegetation in mountain areas and the construction of residential land change the use of the land resulting in flood and landslides.The purpose of this study is to determine the suitability of land use for conservation efforts by the method of vegetation which is planted with plants in accordance with the area function and physiological conditions both before the flood as the evaluation and after the flood as planning. The research was conducted in sub watershed Glagahwero and Bedadung with an area of 8800 hectares of water catchment areas. Geographically this area is located at 80000 - 81500 latitude and 1133000 - 1134500 longitude. Climatological data taken from the climatological station data in the study area showed the average air temperature of 23C humidity 89 the length of sunshine exposure 65.71 and the average wind speed of 2.0 kmhour. Based on the record at some of the existing monitoring stations during the last 10 years the average rainfall is 1950 mmyr the lowest rainfall is 1458 mmyr and the highest was 2425 mmyr. The largest daily rainfall of 17.750 mmday occurred in sub watershed upstream in the subdistrict Panti.The research method applied ASTER satellite imagery interpretation of the data of 2008 and other supporting maps. Analysis performed with Geographic Information Systems GIS it is known that the sub-watershed Glagahwero the protected forest area 100 of the area is potentially critical to the rather critical. In the area of cultivation of annual crops 50 of the area is potentially critical. Optimal conservation effort in order to maintain existing conditions that already exist should be done. Conservation can be done by several methods such as by vegetative methods i.e. all the crops grown on land area shall be in accordance with the functions and physiological conditions. In the protected forest areas as the erosion control paraseriathes falcataria sengon laut and leucaena glauca kemlandingan are recommended. In the buffer zone teak mahogany and dalbergia latifolia sonokeling are recommended. In the area of cultivation of annual crops coffee cocoa rambutan durian avocado and jackfruit are recommended by interspersing with salam and mahogany. To strengthen terrace or riverside palm bamboo salak and Kaliandra are planted.
