PENGARUH RAWA JABUNG TERHADAP PERUBAHAN ELEVASI MUKA AIR DI HILIR SUNGAI BENGAWAN SOLO

INFLUENCE OF SWAMP JABUNG TO THE CHANGING OF WATER ELEVATION IN THE BENGAWAN SOLO RIVER DOWNSTREAM

ABSTRAK

Kawasan pantai utara pantura pulau jawa khususnya yang dilalui oleh aliran sungai Bengawan Solo seringkali mengalami masalah banjir di setiap tahun. Daerah Aliran Sungai DAS sungai Bengawan Solo bagian hulu pada umumnya memiliki topografi yang relatif curam. Sedangkan pada bagian hilir merupakan daerah yang memiliki kemiringan lereng relatif datar sehingga memungkinkan terjadinya banjir. Saat ini di daerah Sedayu Lawas Kabupaten Lamongan telah dibangun sudetanshorcut yang berfungsi sebagai salah satu pengendali banjir Sungai Bengawan Solo Hilir. Debit rencana yang akan disalurkan melalui sudetan tersebut adalah 640 m3dt dengan harapan akan mengurangi terjadinya banjirgenangan di daerah hilir. Selain sudetan juga terdapat Rawa Jabung yang rencananya akan digunakan sebagai tampungan sementara untuk mengalirkan air ke daerah irigasi di sekitarnya. Rawa Jabung diperkirakan dapat menampung air sebesar 305 juta m3 dengan elevasi muka air tertinggi direncanakan berada pada 493 meter. Melihat kondisi tersebut maka diharapkan pemanfaatan Rawa Jabung sebagai tampungan sementara dapat membantu menurunkan elevasi muka air saat terjadi banjir di daerah sekitar aliran sungai Bengawan Solo Hilir. Oleh karena itu diperlukan kajian terhadap pengaruh Rawa Jabung terhadap perubahan muka air di hilir sungai Bengawan Solo. Dari hasil perhitungan menggunakan program bantu Hec-Ras didapatkan muka air tertinggi di hilir sungai Bengawan Solo sebelum pemanfaatan Rawa Jabung adalah 6.57 meter dengan elevasi tertinggi tanggul 5.30 meter sehingga menimbulkan genanganbanjir sebesar 1.27 meter atau 127 cm. Muka air tertinggi di hilir sungai Bengawan Solo setelah adanya pemanfaatan Rawa Jabung dengan asumsi terjadi backwater di hilir plankwot adalah 6.21 meter dengan elevasi tertinggi tanggul 5.30 meter sehingga genangan yang terjadi sebesar 0.91 meter atau 91cm. Muka air tertinggi di hilir sungai Bengawan Solo setelah adanya pemanfaatan Rawa Jabung dengan asumsi tidak terjadi backwater di hilir plankwot adalah 6.14 meter dengan elevasi tertinggi tanggul 5.30 meter sehingga genangan yang terjadi sebesar 0.84 meter atau 84 cm. Dengan pemanfaatan Rawa Jabung penurunan elevasi muka air di hilir sungai Bengawan Solo sebesar 0.36 meter atau 36 cm dengan asumsi terjadi backwater di hilir plankwot dan sebesar 0.43 meter atau 43 cm dengan asumsi tidak terjadi backwater di hilir plankwot. Maka dapat disimpulkan bahwa Rawa Jabung yang fungsi utamanya sebagai tampungan sementara untuk penyediaan air irigasi daerah sekitarnya dapat juga berperan mengurangi ketinggian genangan di hilir sungai Bengawan Solo.


ABSTRACT

Java North Beach Region especially thats through by Bengawan Solo River has flooding problem every year. Normally The Upstream of Bengawan Solo Watershed has steep topography. While on the downstream is an area that has a relatively flat slope and makes a possibility of flooding. Currently in the Sedayu Lawas Lamongan District has built shortcut that serves as flood control in the downstream of Bengawan Solo River. The flow that had plan will be through the shortcut is 640 m3second with the hope of reducing the occurance of floodinginundation in downstream. Beside of the shortcut there is also a Swamp Jabung that will be used as a temporary reservoir for irrigation water to the surrounding area. Swamp Jabung expected to hold water for 30.5 million m3 with the highest water surface elevation at 4.93 meter. Based on these conditions it is expected that the utilization of Swamp Jabung as temporary reservoirs can help lower the water elevation during floods in the area around the Bengawan River Downstream. Therefore it is necessary to study the influence of Swamp Jabung to the changing of water elevation in the Bengawan Solo River Downstream. From the calculation using the auxiliary program Hec-Ras earned the highest water level in the downstream of Bengawan Solo River before the utilization of Swamp Jabung is 6.57 meter with the highest elevation of embankment 5.30 meter causing inundationflooding 1.27 meter or 127 cm. The highest water level in the Downstream of Bengawan Solo River after the utilization of Swamp Jabung assuming occurs backwater in the plankwot downstream is 6.21 meter with the highest elevation of embankment 5.30 meter causing inundationflooding 0.91 meter or 91 centimeter. The highest water level in the Downstream of Bengawan Solo River after the utilization of Swamp Jabung assuming does not occurs backwater in the plankwot downstream is 6.14 meter with the highest elevation of embankment 5.30 meter causing inundationflooding 0.84 meter or 84 centimeter. With the utilization of Jabung Swamp a decrease of the water level in the Bengawan Solo River Downstream is 0.36 meter or 36 centimeter assuming occurs backwater in the plankwot downstream and 0.43 meter or 43 centimeter assuming does not occurs backwater in the plankwot downstream. It can be concluded that the Swamp Jabung whose main function as a temporary reservoir for irrigation water supply surrounding areas can also contribute to reduce the heights of inundation in the Bengawan River Downstream.
