Manajemen dan Penyusunan Rencana Induk Jaringan Jalan harus diawali oleh suatu tindakan Evaluasi Kualitas Jaringan Jalan. Evaluasi harus mengandung 3 aspek kualitas ruas jalan kualitas pengaliran lalu-lintas dan kualitas jaringan. Penilaian berbasis Kualitas Jaringan belum disusun dengan baik. Oleh karena itu suatu Metoda Penilaian Kualitas Jaringan perlu untuk disusun. Tujuan Penelitian ini adalah untuk menyusun Metoda Penilaian Kualitas Jaringan Jalan. Metoda ini harus mengandung komponen mengenai rumusan kualitas model jaringan kebutuhan data metoda perhitungan nilai kualitas dan program komputer. Penelitian telah berhasil diselesaikan. Rumusan kualitas mengandung 3 tataran fungsi komponen kualitas dan ukuran kualitas. Kualitas dinilai berdasarkan seberapa baik Jaringan Jalan bisa menjalankan fungsi utamanya. Fungsi utama Jaringan Jalan adalah menghubungkan simpul-simpul wilayah mengalirkan lalu-lintas dan mencakup wilayah dengan kepadatan tertentu. Komponen Kualitas terdiri dari 3 komponen kinerja jaringan dan 2 komponen kualitas dasar jaringan sebagai pendukung kinerja jaringan. Komponen kualitas kinerja jaringan adalah kualitas hubungan yang terdiri dari kualitas konektivitas dan kualitas aksesibilitas kualitas pengaliran lalu-lintas serta kualitas cakupan-kepadatan. Sedangkan komponen kualitas pendukung kualitas kinerja jaringan adalah kualitas struktur jaringan dan kualitas umum fisik jaringan. Ukuran Kualitas dirumuskan untuk setiap Komponen Kualitas bersifat agregat jaringan dan kuantitatif. Model Dasar jaringan yang digunakan merupakan model sederhana Jaringan Simpul-Ruas yang terdiri dari tiga tataran model wilayah model permintaan perjalanan dan model jaringan jalan. Representasi Jaringan dilakukan dalam 2 bentuk Model Grafis dan Model Numerik dalam bentuk Matriks. Praktis seluruh perhitungan berupa perhitungan matriks. Untuk itu perlu suatu bentuk matriks khusus beserta seluruh operasi matriks baru yang diperlukan. Selain itu telah dibangun 4 buah Metoda Perhitungan Khusus identifikasi simpul terisolasi identifikasi sub-jaringan terisolasi identifikasi graf pohon dan perhitungan lintasan terpendek. Perhitungan Lintasan Terpendek sangat vital untuk itu telah dibangun Operasi Matriks Aljabar Min-Plus yang merupakan pengembangan dari Operasi Matriks Aljabar Maks-Plus. Operasi matriks ini bisa dipergunakan untuk menghitung lintasan terpendek untuk keseluruhan simpul secara sekaligus dengan mudah dan praktis. Program bantu komputer MAJJ telah disusun berbasis Matlab. Perhitungan Lintasan Terpendek dilakukan dengan menggunakan Matriks 3 Dimensi. Upaya Uji Coba Penerapan Metoda Penilaian dilakukan terhadap Jaringan Jalan Kabupaten Bangkalan. Kasus ini dipilih karena mengandung permasalahan Kualitas Jaringan yang cukup kompleks. Permintaan Perjalanan dan Jaringan Jalan diklaskan kedalam 7 klas terkait Ukuran Kendaraan. Metoda Penilaian Kualitas yang disusun terbukti sudah bagus karena MetodaPenilaian tersebut telah bisa digunakan untuk menunjukkan Kualitas Jaringan dari berbagai aspek penting dan bisa menunjukkan sisi baik dan sisi kekurangan secara kuantitatif. Hasil penilaian bisa digunakan untuk menyusun Rencanan Penanganan Jaringan Jalan. Program MAJJ dilengkapi dengan Analisis Resiko dan Analisis Penanganan. Program Komputer telah sangat membantu dalam mempermudah dan mempercepat perhitungan dan penggambaran peta hasil perhitungan. Hasil perhitungan Nilai Kualitas menunjukkan beberapa hal penting sebagai berikut Kualitas Konektivitas Jaringan Truk Klas 3 masih sangat memerlukan penyempurnaan Kualitas Aksesibilitas Rumah Sakit Tipe A dan Pelabuhan Laut Telagabiru masih memerlukan penyempurnaan terdapat beberapa ruas jalan di kawasan timur laut kabupaten yang mempunyai kualitas fisik yang sangat memprihatinkan. Hasil penelitian ini akan sangat bermanfaat untuk dikembangkan menjadi aplikasi profesional metoda penilaian kualitas dan perencanaan jaringan jalan non wilayah perkotaan dikembangkan untuk melakukan analisis jaringan transportasi secara umum dan dikembangkan sebagai ilmu analisis jaringan transportasi yang pada dasarnya selalu mengandung rumusan ukuran kualitas dan metoda perhitungan.


Road Network Management and Road Network Master Plan need a Road Network Evaluation. The evaluation must consist of three quality aspects road segments quality traffic flow quality and network quality. Evaluation based on network quality is not yet well developed. Therefore a Road Network Assessment Method oriented to Network Quality needs to be developed. The research is aimed to develop a Road Network Assessment Method. The method must covered quality formulation road network model data needed calculation method and a computer program. The research has been successfully conducted. The quality formulation follow three steps formulation of function formulation of quality components as a derivation of the function and formulation of quality measure for each quality components. The quality is formulated as the network ability to perform its functions. The main function are to connect different regions nodes to flow the traffic and to cover the region in a certain density. Network qualities components consists of 3 network performances and 2 network basic qualities supporting performance. The three network performance quality are the connectivity quality the traffic flow quality and the coverage-density quality. While the other 2 basic qualities are the network structure quality and the general physical quality. Each quality component have quantitative network scale quality measures. The model used is a simple node-link network model consist of three different levels the region model the demand network model and the road network model. The network is represented in two forms Graph and Matrix for numerical data. Practically all of the calculations were executed by using matrix operation for this purpose a special matrix form together with all of necessary mathematical matrix operations have been developed. Four special calculation methods are developed to calculate the existence of isolated node isolated sub-network tree network and shortest path. Shortest path calculation is capital for that purpose an Min-Plus Algebra is developed inspired by Max-Plus Algebra. This method calculate the whole shortest paths in once easily thus simplified and speed-up the calculation a lot. MAJJ a Matlab computer programmed has been developed for the calculation purpose and the Min-Plus Algebra is programmed by using a three dimension matrix. Bangkalan Regency Road Network is taken as an implementation case since its network conditions are considerably complex and it is not good at all network quality aspects. The road network is classified into 7 class related to vehicle size. The developed Assessment Method is proofed to be good. It can show the network quality from different point of views and it can indicate the strength and the weakness of the network. The assessment result can be used to program the Network Maintenance and Development Plan. MAJJ program is furnished with Risk and Program Analysis. The computer program facilitate a lot the calculation and the map drawing in terms this can be done more easily and quickly. The calculation result of Bangkalans road network quality show several important things the connectivity of third class Truck network is not good the accessibility to class A hospital in Surabaya from the north-east region is bad while the accessibility to Telagabiru port is not good for the south-east region the physical quality of roads located in the north-east part of the region are bad. The researches result will be very useful to be developed for the professional application for road network evaluation needed in road network management and road network planning to be developed for other transportation network cases and to be developed as a transportation network analysis science which in principal always dealing with quality measure and calculation method.
