ABSTRAK

Perkembangan bisnis properti di Surabaya yang semakin pesat mengakibatkan permintaan terhadap lahan semakin tinggi. Namun fakta yang terjadi di lapangan justru menampakkan hal yang sebaliknya karena ternyata masih terdapat lahan-lahan yang dibiarkan kosong tidak dimanfaatkan oleh pemiliknya. Kondisi yang demikian memerlukan efisiensi dan optimalisasi penggunaan lahan dengan mendirikan sebuah properti komersial yang dapat memberikan keuntungan bagi pemilik serta lingkungan sekitarnya sehingga nilai pasar dari lahan tersebut menjadi tinggi dan lahan lebih produktif. Lahan X seluas 1786 m2 yang berlokasi di Jl. Jemur Gayungan II merupakan lahan kosong yang terletak di dekat daerah perkantoran sehingga memiliki potensi untuk dikembangkan menjadi sebuah properti komersial. Penentuan nilai lahan X bergantung pada penggunaan lahan. Metode penilaian yang digunakan adalah analisa penggunaan tertinggi dan terbaik atau Highest and Best Use HBU yang secara legal diijinkan secara fisik memungkinkan layak secara finansial dan memiliki produktifitas maksimum. Dari hasil penelitian didapatkan alternatif yang menghasilkan nilai lahan tertinggi dan produktivitas maksimum adalah hotel. Nilai lahan yang didapatkan sebesar Rp 9.722.718m2 dengan produktivitas meningkat sebesar 486.


ABSTRACT

Business development property in Surabaya is increase rapidly which is effect in higher demand for land. But in reality the fact is contrarily because there are many land unused by the owner. This condition require efficiency and optimizing the use of land to set up a commercial property which can provide benefit to owner as well as the surrounding environment so the land can reach a higher market value and the land becomes more productive. Land X with 1786 m2 of area located on Jl. Jemur Gayungan II. This land is a vacant land that located near the office area so it has a potency to be developed into a commercial property. The determination of land X value is depending on land use. Highest an Best Use HBU analysis is the valuation method that are analize legally permissible physically possible financially feasible and maximum productivity. From the results alternatives that produce the highest land values and maximum productivity is hotel. Land values were obtained by Rp 9.722.718m2 with productivity increased by 486.
