DEVELOPING TYPE OF REAL ESTATE IN SIDOARJO EASTERN RING-ROAD AREA BASED ON ITS MARKET ASPECTS

ABSTRAK

Kawasan Lingkar Timur Sidoarjo merupakan kawasan yang dipersiapkan pemerintah Kabupaten Sidoarjo untuk dikembangkan menjadi kawasan CBD Central Business District dengan peruntukan lahan campuran mixed use. Data awal yang diperoleh menunjukkan adanya ketidaksesuaian antara peruntukan yang dirumuskan dengan kondisi di lapangan. Hal ini membawa pada dugaan bahwa peruntukan yang ada kurang sesuai dengan apa yang dibutuhkan masyarakat saat ini. Penelitian ini bertujuan untuk mengetahui produk real estate apa yang sesuai dikembangkan di kawasan Lingkar Timur Sidoarjo apabila ditinjau dari aspek pasar. Penelitian ini diawali dengan penggalian data primer yang didapat melalui proses wawancara terstruktur dengan stakeholder dari dinas atau instansi yang berkait dengan penanaman modal dan investasi di Kabupaten Sidoarjo. Wawancara ini bertujuan memperoleh gambaran mengenai kondisi pasar real estate di Sidoarjo dan proyeksi jenis real estate yang mampu dikembangkan dari masing-masing responden. Data yang didapat akan dianalisis menggunakan metode pengambilan keputusan yaitu analytical hierarchy process AHP dan Metode Weighted Sum Model WSM Hasil analisis penelitian menunjukkan bahwa Jenis real estate yang sesuai dikembangkan di Kawasan Lingkar Timur adalah pergudangan. Hal ini membuktikan adanya ketidaksesuaian antara rencana pengembangan kawasan dengan kondisi pasar di lokasi. Uji sensitivitas yang dilakukan menunjukan bahwa hasil perubahan pada pengembangan bangunan industri akan mempengaruhi hasil penelitian. Masing-masing responden dalam penelitian memiliki persepsi berbeda dalam menentukan kriteria pemilihan mana yang memiliki mendominasi kriteria lainnya. Hal ini dipengaruhi oleh intuisi perasaan dan pengalaman sesuai dengan bidang atau kedinasan masing-masing.


ABSTRACT

Sidoarjo eastern ring-road Area has prepared to be a Central Business District Area CBD Area by the local governments planning. The premature survey indicates discrepancy between the planning and the actual condition in the area. It leads to a supposition that the planning doesnt suitable with the condition of the market. This study aims to find the type real estate product should developed in Sidoarjo eastern ring-road area viewed from market aspect. This study begins by figure out the primary data through interviews with stakeholders from the department or agency that relates to investment in Sidoarjo. This interview aims to gain an overview the market condition in Sidoarjo and projecting the types of real estate feasible to be developed. The obtained data will be presented in cross tabulation and recognized as multi criteria decision making. The data will be analyzed by analytical hierarchy process AHP and Weighted Sum Model WSM The result of this study shows that the most suitable real estate product to build viewed from its market aspects is warehouse. According the local planning document warehouse allocation is much smaller than residential estate allocation. It proves that the document planning is inappropriate with its market condition. Sensitivity test shows that the development of industrial buildings will affect the results of this research. Each respondent in this study had different perceptions in determining which criteria is dominated the others. It is clearly influenced by the intuition feeling and experience of every respondent.
