THE CONCEPT OF PETE-PETE DISTRIBUTION MANAGEMENT AT URIP SUMOHARJO STREET IN MAKASSAR CITY

ABSTRAK

Pete-pete merupakan angkutan publik utama di Kota Makassar. Terdapat 8 trayek dari 17 trayek yang melalui jalan Urip Sumoharjo yang merupakan jalan utama di Makassar. Penelitian ini bertujuan untuk merumuskan konsep manajemen distribusi pete-pete di Jalan Urip Sumoharjo Kota Makassar. Penelitian ini menggunakan pendekatan kuantitatif dan kualitatif. Untuk sasaran pertama menganalisis kinerja dilakukan dengan menghitung kinerja operasional pete-pete dengan melakukan survey langsung dan pembagian kuesioner kepada responden. Selanjutnya dilakukan analisis service quality dengan menganalisis gap antara persepsi dan preferensi pengguna pete-pete yang diperoleh dari kuesioner kepada responden penumpang pete-pete. Setelah itu dilakukan interview kepada stakeholder untuk menentukan fakto-faktor yang mempengaruhi manajemen distribusi pete-pete di Jalan Urip Sumoharjo. Untuk merumuskan konsep manajemen distribusi pete-pete di Jalan Urip Sumoharjo dilakukan analisis triangulasi untuk hasil sasaran 1 dan dua serta teori. Hasil kinerja operasional pete-pete menunjukkan bahwa load factor kedelapan trayek dibawah standar. Load factor tertinggi adalah trayek S 4225 dan terendah adalah trayek E 283. Hasil analisis kinerja juga menunjukkan bahwa frekuensi pete-pete tinggi dan rata-rata umur kendaraan yang hampir melewati batas standar. Hasil analisis service quality menunjukkan bahwa pengguna pete-pete paling tidak puas terhadap pelayanan pete-pete trayek C untuk variabel lokasi halte kenyamanan dalam angkutan dan perilaku mengemudi. Faktor-faktor yang mempengaruhi manajemen distribusi pete-pete adalah tata guna lahan rencana transportasi publik pengawas dan pengetahuan mengemudi. Hasil dari perumusan konsep manajemen distribusi pete-pete adalah 1 membangun halte-halte yang terintegrasi dengan jalur pedestrian yang teduh dan nyaman di sepanjang Jalan Urip Sumoharjo 2 menyusun masterplan transportasi Kota Makassar yang membahas mengenai manajemen distribusi pete-pete teriintegrasi dengan moda transportasi lainnya terutama BRT 3 Peningkatan koordinasi antara dinas perhubungan dan kepolisian lalu lintas dalam hal pemberian sanksi dan pengawasan terhadap pengguna dan operator angkutan serta penerapan kebijakan untuk membantu peningkatan kenyamanan angkutan petepete dan 4 Mengoptimalkan peran Organda untuk peningkatan pemahaman supir mengenai keutamaan dalam kenyamanan dan keamanan penumpang.


ABSTRACT

Pete-pete is the main public transport in Makassar. There are 8 of 17 routes through Urip Sumoharjo which is the main street in Makassar. This study aims to formulate the concept of distribution management pete-pete in Urip Sumoharjo street in Makassar. This study uses quantitative and qualitative approaches. To analyze the performance of the first targets is done by calculating the operational performance pete-pete with questionnaire survey to the respondents. Further analysis service quality by analyzing the gap between perception and pete-pete user preferences derived from the questionnaires to the respondents passengers pete-pete. Once the interview is done to stakeholders to determine the facts factors affecting the distribution management pete-pete in Urip Sumoharjo street. To formulate the concept of distribution management pete-pete in Urip Sumoharjo street is used triangulation analysis for the first and second aim of study as well as theory. The operational performance of pete-pete indicates that the load factor of eight routes are under the standard. The highest load factor is S route 42.25 and the lowest is E routes 28.3. Performance analysis results also show that highfrequency pete-pete and the average age of a vehicle that is almost beyond the limits of standard. The service quality analysis indicates that most pete-pete users are not satisfied of C route for location of stops convenience in transport and driving behavior. Factors that influence the distribution management pete-pete is land use public transport plan monitoring and driving knowledge. The concepts of pete-pete distribution management are 1 build shelters integrated with pedestrian pathways shaded and comfortable along Urip Sumoharjo 2 compose Makassar transport master plan that addresses the distribution management petepete inegrated with other modes of transport especially BRT 3 Improved coordination between Dinas Perhubungan and traffic police in terms of sanctions and supervision of users and transport operators as well as the implementation of policies to help increase the comfort and 4 Optimizing Organda role for increase drivers understanding about the comfort and safety of passengers.
