ANALYSIS OF INVESTMENT ALTERNATIVES SELECTION FOR DEVELOPING MANGROVE ECOTOURISM IN SURABAYAS COASTAL

ANALISIS PEMILIHAN ALTERNATIF INVESTASI PENGEMBANGAN EKOWISATA HUTAN MANGROVE PESISIR PANTAI SURABAYA

ABSTRAK

Indonesia adalah negara yang memiliki potensi kekayaan alam berlimpah dan mempunyai peranan penting bagi pengembangan kepariwisataan terutama wisata alam. Banyak potensi alam yang hilang dan rusak karena belum adanya pengelolaan khusus salah satunya adalah hutan mangrove yang semakin berkurang sejak 10 tahun terakhir. Pelestarian hutan mangrove dapat dilakukan untuk pengembangan ekowisata yang memiliki potensi yang kuat dalam menarik minat masyrakat. Beberapa daerah di Indonesia telah membuat perencanaan proyek ekowisata hutan mangrove termasuk di Kota Surabaya yang telah merencanakan pengembangan ekowisata mangrove dengan penambahan lima wisata penunjang. Dari rencana yang telah ada dikembangkan tiga alternatif untuk melihat efektifitas rencana pengembangan berdasarkan analisa keuangan. Metode yang digunakan dalam penelitian ini adalah model perhitungan investasi dengan penambahan biaya pada rencana pengembangan yang telah ada dan analisa pemilihan model investasi dilakukan untuk memilih alternatif investasi terbaik dari tiga alternatif rencana yang telah ditentukan. Pemilihan alternatif investasi tersebut didasarkan pada resiko kerugiaan yang paling kecil dengan melihat nilai NPV Net Present Value nilai IRR dan Payback Periode dari masing-masing alternatif dan pemilihan Alternatif menggunakan perhitungan selisih nilai BCR. Selain itu digunakan analisa sensitivitas untuk mengukur sensitivitas alternatif terpilih terhadap variabel-variabel yang mempengaruhi yaitu biaya konstruksi pendapatan dan biaya operasional. Dari perhitungan yang telah dilakukan kepada tiga alternatif rencana pengembangan yang ada diperoleh alternatif terbaik untuk dikembangkan sebagai proyek ekowisata mangrove yang memiliki NPV sebesar Rp. 72.588.911.523 IRR 1199 waktu pengembalian investasi selama 18 tahun 10 bulan dan BCR sebesar 1083. Faktor yang paling berpengaruh terhadap nilai NPV dan IRR setelah dilakukan analisa sensitivitas adalah faktor kedatangan jumlah pengunjung dan kenaikan harga konstruksi.


ABSTRACT

Indonesia is a country with potential natural resources so as to have an important role for the development of tourism especially natural tourism. A lot of natural potential is lost and damaged because of the lack of specific management one of which is the dwindling mangrove forests since the last 10 years. Mangrove forest conservation can be done for developing of eco-tourism that has strong potential in the interest of society. Some areas in Indonesia had planned ecotourism project mangrove forest one of which is in Surabaya have made a planning for mangrove ecotrourisme with adding five support tourism places. The plan will develope to be three planning alternatives for seeing the efectivity of mangrove ecotorisme planning with finance analisys. The method is used in this study is a model calculation of the incremental cost of investment in the existing development plan and investment model selection analysis performed to select the best investment alternative of three alternative plans that have been determined. The selection of investment alternatives that are based on the risk of losses most small to see the value of NPV Net Present Value IRR and Payback Period of each alternative. And the selection of alternative uses BCR increment calculation. Also used sensitivity analysis to measure the sensitivity of the selected alternative variables that affect construction costs revenues and operating costs. Of calculations have been performed on three alternative tourism development plan of Surabaya mangroves it was found that the best alternative to be developed as an eco-tourism project with a NPV of Rp mangrove. 72588911523 11.99 IRR payback period of the investments for 18 years and 10 months and BCR of 1.083. The factors that most affect the NPV and IRR after analysis sensitivity is a factor of the number of visitor arrivals and rising construction prices.
