KRITERIA LOKASI PENGEMBANGAN PERUMAHAN BERDASARKAN PREFERENSI STAKEHOLDERS DI PERKOTAAN KEPANJEN KABUPATEN MALANG

CRITERIA OF RESIDENTIAL DEVELOPMENT LOCATION BASED ON THE PREFERENCE OF THE STAKEHOLDERS IN KEPANJEN CITY MALANG REGENCY

ABSTRAK

Penetapan Perkotaan kepanjen sebagai ibu kota Kabupaten Malang meningkatkan koonsentrasi kegiatan sehingga menarik pertumbuhan penduduk yang berbanding lurus dengan kebutuhan perumahan. namun alokasi lahan perumahan formal di wilayah studi tidak terisi secara maksimal yang menyebabkan terjadinya kesenjangan pembangunan ditandai dengan persebaran perumahan tidak merata. dari permasalahan mengenai alokasi lahan perumahan Perkotaan Kepanjen terdapat ketidak sesuaian mengenai kriteria pengembangan perumahan dari stakehoders yang terlibat. Tujuan dari penelitian ini adalah menentukan kriteria utama yang mempengaruhi penentuan lokasi pengembangan perumahan di Perkotaan Kepanjen berdasarkan prefererensi stakeholders yaitu pemerintah sebagai penentu kebiajkan yang menetapkan arahan pengembangan perumahan Perkotaan Kepanjen pengembang yang memiliki peran sebagai pelaku penyedia perumahan dan masyarakat pasaruser sebagai konsumen perumahan. Untuk mencapai tujuan penelitian dilakukan tiga tahapan analisis yaitu mencari prioritas variabel masing-masing stakeholders dengan menggunakan alat analisa analythical hierarchy process AHP analisis pemetaan seluruh prioritas stakeholders untuk mencari prioritas tinggi dengan alat analisa kuadran dan yang terakhir menentukan kriteria utama pengembangan lokasi perumahan Perkotaan dari prioritas tinggi yang diprioritaskan oleh ketiga stakjeholder menggunakan analisi deskpriptif dan analisis delphi. Hasil penelitian menunjukkan perbedaan prioritas antara stakeholders yang terlibat. Terdapat enam variabel yang sama-sama diprioritaskan oleh stakeholders yaitu jenis jaringan jalan yang melewati kawasan perumahan Perkotaan ketersediaan armada angkutan umum menuju kawasan perumahan Perkotaan ketersediaan jaringan listrik di kawasan perumahan Perkotaan distribusi jaringan air bersih di perumahan Kawasan Perkotaan dan ketersediaan jaringan drainase di kawasan Perumahan Perkotaan. dari hasil prioritas ketiga stakeholders ditemukan kriteria utama dalam penelitian ini.


ABSTRACT

The determination of Kepanjen City as the capital city of Malang Regency increases the activity thus attracting population growth which is directly proportional to the housing needs. However formal housing land allocation in the study area is not filled to the maximum which leads to the development gap that is characterized by uneven distribution of housing. Issues concerning the allocation of housing land in Kepanjen city are discrepancies regarding the criteria for residential development of the stakeholders involved. The purpose of this study is to determine the main criteria that affects the determination of the location of residential development in Kepanjen city based on the preference of the stakeholders mainly the government developers and the public. The government as the determiner of the policy that sets the direction of housing development in Kepanjen City the developers who have a role as a provider of housing and public market user as the consumers of the housing. To achieve the objectives the research is carried out in three stages of analysis looking for each priority variable of the stakeholders using the analytical hierarchy process AHP analyzer the analysis of mapping the entire priority of the stakeholders to seek a high priority with quadrant analysis tool and the the last determining the main criteria ast The determination of Kepanjen City as the capital city of Malang Regency increases the activity thus attracting population growth which is directly proportional to the housing needs. There are six variables that are equally prioritized by the stakeholders namely the type of road that passes through the network of urban residential areas the availability of public transport fleet to the area of urban housing the availability of electricity networks in urban residential areas clean water distribution network in urban and residential area in the drainage network availability Urban Housing area. Based on the results of the three priorities of stakeholders the main criteria in this study can be found.
