SKENARIO KEBIJAKAN INDUSTRI GULA UNTUK MENINGKATKAN KETERSEDIAAN GULA DIPASARAN DENGAN MENGGUNAKAN PENDEKATAN SISTEM DINAMIK

SCENARIOS POLICIES IN SUGAR INDUSTRY TO INCREASE AVAILABILITY OF SUGAR MARKET USING SYSTEM DYNAMICS APPROACH

ABSTRAK

Gula merupakan salah satu komoditas strategis yang dimiliki Indonesia sebagai negara yang terletak dikawasan tropis gula telah diproduksi di 110 negara diantaranya adalah Brazil India Australia Thailand China dan Cuba. Produksi gula PT.Perkebunan Nusantara PN IX mencapai 458.000 kuintal sampai bulan ini dan diharapkan bisa meningkat sampai 878.000 kuintal pada akhir tahun. Produksi di PTPN memang terus turun. Hal ini karena kondisi mesin yang berusia tua. Tidak hanya itu luas lahan tebu juga makin berkurang. Hal ini berimbas pada pasokan bahan baku yang juga menyusut. Namun hal ini masih bisa disiasati dengan menggandeng petani tebu rakyat. Pada sistem pergulaan nasional bersifat dinamis dan fleksibel. Dalam penelitian ini berfokus pada jumlah persediaan gula Jawa Timur dan variabel yang mempengaruhinya adalah panen tebu produksi gula gula rafinasi manajemen buffer stock gula digunakan untuk skenario stabilitas harga dan persediaan gula nasional serta diharapkan mampu meningkatkan stabilitas harga dan persediaan gula nasional sehingga swasembada gula dapat tercapai. Pada penelitian ini menggunakan 3 skenario yaitu intensifikasi lahan bibit tebu pemupukan irigasi extensifikasi lahan menambah lahan dan terakhir adalah menggabungkan extensifikasi lahan dan intensifikasi lahan. Hasil yang paling optimal dari ketiga skenario tadi adalah yang ke tiga atau menggabungkan intensifikasi dan extensifikasi produktivitas lahan naik menjadi 97 TonHa produksi gula menjadi 2.061.750 Ton luas lahan tebu menjadi 228.784 Ha dan kebutuhan import menurun sampai 840.385 Ton.


ABSTRACT

Sugar is one of the strategic commodities owned by Indonesia as a tropical country sugar has been produced in 110 countries such as Brazil India Australia Thailand China and Cuba. The sugar production in PT.Perkebunan Nusantara PN IX reached 58.000 quintals until this month and expected to increase to 878.000 quintals at the end of the year. PTPN production continues to decrease.This is due to machine condition that getting old. furthermore sugarcane land area decline which resulted in the supply of raw materials decline and sugar prices getting out of control. Currently the price of sugar handed over to market mechanisms market mechanism occurs when the sugar supply is higher than demand then the prices tend to decline but when the sugar demand is higher than supply then price tend to an increase. With the above issues the system of national sugar industry has a dynamic variable and flexible. System behavior changes with time the dynamics system which large and complex availability feedback to the system and the feedback latest information about the state of system so that produce a decision. With the behavior of the system changing and dynamic this paper use System Dynamic approach to solve complex problems by determining the scenarios sugar policy. In this research use 3 scenario that are intesification cane seed irrigation fertilizer extensification adding new landland expansion and combination of intesification and extensification. The most optimal result are third scenarios combination of intensification and extensification. Land productivity increase to 9.7 TonHa. sugar production into 2.061.750 Ton total sugar cane land area into 228.784 Ha and the need for imports decreased into 840.385 Ton due to increased sugar production
