ABSTRAK

Gas hidrogen merupakan salah satu gas yang diproduksi oleh PT. Samator Gas. Gas hidrogen memiliki potensi bahaya mudah terbakar dan meledak. Dalam proses produksi gas hidrogen yang beresiko tinggi diperlukan suatu penilaian resiko sebagai langkah antisipasi dampak dari kejadian terburuk yang mungkin terjadi. Chemical process quantitative risk analysis CPQRA merupakan sebuah metodologi yang dirancang untuk menyediakan manajemen dengan sebuah tool untuk membantu mengevaluasi keseluruhan keselamatan proses process safety dalam chemical process industry CPI. Metode ini dapat digunakan untuk mengidentifikasi skenario kegagalan yang menyebabkan suatu insiden. Selain itu CPQRA juga dapat digunakan untuk menentukan nilai frekuensi konsekuensi suatu insiden. Berdasarkan perhitungan nilai frekuensi terjadinya peledakan buffer tank sebesar 5.6 x 10-10 year-1 dan nilai frekuensi untuk peledakan lorry truck sebesar 2.14 x 10-6 year-1. Nilai konsekuensi dari peledakan buffer tank diketahui menimbulkan dampak berupa kerusakan sebagian pada dinding dan atap bangunan yang berada pada lokasi meeting point. Ledakan pada buffer tank tidak menyebabkan kematian pada lokasi meeting point maupun permukiman warga Desa Ngambar akan tetapi mengakibatkan tingkat kerusakan gendang telinga sebesar 1 pada lokasi meeting point artinya terdapat 3 orang yang mengalami pecahnya gendang telinga dari 280 orang. Dampak ledakan lorry truck mengakibatkan dampak kerusakan secara keseluruhan terhadap bangunan pada lokasi meeting point maupun permukiman warga Desa Warga Ngambar. Selain itu mengakibatkan tingkat kematian 100 pada lokasi meeting point artinya keseluruhan orang yang berada pada radius yang sama dengan jarak meeting point dengan pusat ledakan lorry truck akan beresiko meninggal dunia. Berdasarkan perhitungan konsekuensi pula didapatkan bahwa jarak aman dari peledakan buffer tank dan lorry truck adalah 495 m dan 1925 m. Sehingga sebagai bentuk emergency response plan daerah evakuasi yang aman adalah 1925 m.


ABSTRACT

Hydrogen gas is a gas that produced by PT. Samator Gas. Hydrogen gas has the potential hazards of flammable and explosive. In the process of production of hydrogen gas that have a high risk required an assessment of risks as a precaution the impact of the worst events that may occur. Chemical process quantitative risk analysis CPQRA is a methodology designed to provide management with a tool to help evaluate the overall safety of the process process safety in the chemical process industry CPI. This method can be used to identify failure scenarios that cause an incident. In addition CPQRA can also be used to determine the value of the frequency consequences of an incident. Based on the calculation is known that the frequency of occurrence of the buffer tank explosion 5.6 x 10 -10 year -1 and the frequency value for lorry truck explosion of 2.14 x 10 -6 year -1. The value of the consequences of the buffer tank explosions known impact of partial damage to the walls and roof of the building that located at the site meeting point. The explosion in the buffer tank does not cause death on the location of meeting point and Ngambar Village neighborhoods but resulting levels of eardrum damage by 1 these means there are 3 people who experienced rupture of the eardrum than 280 people. The impact of the lorry truck explosion resulting in damage to the overall impact of buildings on the location of meeting point and neighborhoods Ngambar Village Residents. In addition resulted in 100 mortality rate at the site meeting point means the whole people who are at a radius equal to the distance between the meeting point and the center of lorry truck explosion will be at risk of death. Based on the calculation of consequences is also found that a safe distance from the buffer tank blasting and Lorry truck is 495 m and 1925 m. So as a step of emergency response plan a safe evacuation area is 1925 m.
