ABSTRAK

Shutdown PLTU adalah sebuah proyek yang mempunyai tingkat risiko yang tinggi. Setiap risiko shutdown akan berdampak pada kegagalan atau keterlambatan proyek shutdown. Keterlambatan dan kegagalan proyek shutdown PLTU dapat menimbulkan biaya yang sangat tinggi baik karena harus disediakanya pasokan listrik dari PLTD maupun biaya karena loss production. RII relative Importance Indeks dihitung untuk mendapatkan nilai kemungkinan dampak dan rating risiko. Rating risiko didapat dari perkalian antara kemungkinan dan konsekuensi masing-masing risiko. Kemungkinan dan Dampak risiko diberi skala 1 sampai 5 sesuai dengan Risk Matrik PT NNT. Variable risiko shutdown PLTU di PT NNT dibagi menjadi sepuluh kategori resiko shutdown yaitu risiko biaya risiko durasi risiko keselamatan risiko lingkungancuaca risiko sabotase risiko material dan peralatan risiko sumberdaya risiko bahaya terhadap reliability plant risiko pekerjaan tambahan dan risiko perubahan pada waktu-waktu terakhir. Hasil penelitian menunjukan bahwa risiko pada pekerjaan turbine dan risiko di pembangkit running plant adalah risiko yang mempunyai rating paling tinggi high pada proyek shutdown. Mitigasi dilakukan untuk mengurangi rating risiko dengan metoda FGD pembuatan STP mendatangkan konsultan pelatihan personel turbine life extentention ketersediaan recommended part dan memastikan diesel plant dalam kondisi baik merupakan bentuk-bentuk kontrol yang dilakukan untuk mengurangi rating risiko.


ABSTRACT

Power plants shutdown is a project that has a high degree of risk. Any risk of shutdown will affect to the failure or delay of the shutdown project. Delays and project failures can lead to plant shutdown costs are very high both because diesel costs and costs due to lost production. RII relative Importance Index is calculated to obtain the value of likelihood impact and risk rating. Risk rating obtained from the multiplication of the likelihood and consequences of each risk. The scales of 1 to 5 are given to the possibility and impact according to the PT NNTs Risk Matrix. Power Plant shutdowns variable risk in PT NNT divided into ten categories there are cost risk duration risk safety risk environmentalweather risk the risk of sabotage material and equipment risk resource risk the risk of harm to the plant reliability the risk of additional work and changes in recent times risk. The results showed that the risk on the turbine tasks and risk in running plant are risks that have the highest rating. Mitigation plans implemented to reduce the risk rating using FGD method create STPs bring in consultants training of personnel turbine life extentention study ensure the availability of recommended spare part diesel plant in good condition are form of controls to reduce the risk rating.
