ABSTRAK

Pemeliharaan jalan perlu dilakukan sepanjang tahun. Untuk pemeliharaan yang membutuhkan anggaran dibawah Rp. SO juta pemeliharaan jalan secara swakelola merupakan salab satu sistem pengelolaan yang umum digunakan di Indonesia. Penentuan urutan prioritas pemeliharaan jalan secara swakelola eksisting dilaksanakan oleh Stakeholders dari Dinas Bina Marga Kota Bandung dan Tim Anggaran Kota Bandung. Dalam penentuan prioritas eksisting ada beberapa faktor yang menjadi dasar pertimbangan yaitu kerusakan jalan rate angkutan umum fungsi jalan anggaran yang dibutuhkan volume lalu lintas kemampuan pelayanan AMP dan tata guna lahan. Akan tetapi untuk menentukan urutan prioritas tidak digunakan pembobotan atau metoda tertentu. Urutan prioritas ruas jalan eksisting dengan mempertimbangkan kriteria di atas adalah 1 JlJCarangsari 2 Jl. Dr.Cipto 3 JlJfasanudin 4 Jl. Lodaya 5 Jl. Holis 6 Jl.Cijerab 7 Jl. Terate 8 Jl. Karawitan 9 Jl. Solontongan 10 Jl. Sriwijaya. Untuk mendapatkan urutan prioritas yang lebih baik maka digunakan metoda bam dengan melakukan penilaian dan pembobotan terhadap faktor atau kriteria-kriteria yang menjadi dasar pertimbangan penentuan prioritas pada kondisi eksisting. Penilaian untuk pembobotan dilakukan melalui kuistioner oleh responden Stakeholders di atas. Pembobotan diperoleh dari perhitungan matriks perbandingan berpasangan AHP. Hasil pembobotan menunjukkan bahwa urutan kriteria yang sangat mempengaruhi penentuan prioritas adalah anggaran swakelola yang tersedia kemudian kriteria kerusakan jalan rate angkutan umum volume lalu lintas fungsi jalan dan yang terakhir adalah tata guna lahan dan kemempuan pelayanan AMP. Sedangkan urutan prioritas dengan metoda bans berdasarkan penilaian dan pembobotan kriteria adalah 1 Jl. Cijerah 2 Jl. Holis 3 Jl. Sriwijaya 4 Jl. Dr.Cipto 5J1. Lodaya 6 Jl. Solontongan 7 Jl. Hasanudin 8 Jl. Karawitan 9 JlJCarangsari 10 Jl.Terate. Kedua urutan prioritas ruas jalan di atas kemudian dibandingkan dan dianalisa. Hasil analisa menunjukkan bahwa urutan prioritas dengan metoda bara lebih baik dibandingkan dengan urutan prioritas eksisting. Hal ini dikarenakan dalam metoda bara dilakukan penilaian dan pembobotan terhadap kriteria-kriteria sehingga mampu menampilkan urutan yang sesuai dengan kondisi di lapangan. Dengan demikian metoda ini dapat digunakan sebagai dasar kriteria alokasi anggaran pemeliharaan jalan secara swakelola di Kota Bandung.


ABSTRACT

The road maintenance bad to be carried out through all the year. Self management road maintenance is one of the management system generally applied in Indonesia for road maintenance less than 50 million rupiahs. Bandung municipality had to be thoroughly decided the road priority sequence due to the limited road maintenance budget The existing road maintenance priority sequence was decided by The Highway Departement and The Budget Team of Bandung Municipality. Road condition public transport route road function road maintenance budget traffic volume AMP service ability and land use were the main criterias for the road maintenance priority sequence consideration. The existing road maintenance priority sequence considering the above criterias were 1 Jl. Karangsari 2 Jl. Dr.Cipto 3 Jl.Hasanudin 4 Jl. Lodaya 5 Jl. Holis 6 Jl.Cijerah 7 Jl. Terate 8 Jl. Karawitan 9 Jl. Solontongan 10 Jl. Sriwijaya. In order to obtain the better priority sequence the new method was developed. It used the same criterias but die criterias was valued according to the Stakeholders. The values were then scored and ranked using the pairs comparison matrix of AHP. It can be noted that road maintenance budget road condition public transport route traffic volume road function land use and AMP service ability were the main criterias mostly affected the road maintenance sequence. The new method maintenance priority sequence applying the scored and ranked criterias were 1 Jl. Cijerah 2 Jl. Holis 3 Jl. Sriwijaya 4 Jl. Dr.Cipto 5J1. Lodaya 6 Jl. Solontongan 7 Jl. Hasanudin 8 Jl. Karawitan 9 Jl.Karangsari 10 Jl. Terate. An interesting point should be noted mat the sequence of new method had the better priority sequence comparing to those of the existing method. This was thought to be due that the scoring and rangking of criterias applied to the new method illustrated more real condition of the road. Therefore this method could be proposed as a budget allocation criteria for self management road maintenance in Bandung Municipality.
