Perkiraan biaya merupakan unsur yang penting dalam perencanaan pengelolaan jalan. Di Kabupaten Karangasem, proses penentuan perkiraan kebutuhan biaya pemeliharaan jalan belum dilaksanakan dengan suatu metode tertentu, perkiraan biaya hanya didasarkan pada suatu taksiran kasar yang belum memperhitungkan kondisi jalan yang ada serta biaya-biaya pemeliharaan terdahulu. Hal ini menyebabkan adanya perbedaan yang cukup tinggi antara kebutuhan biaya pemeliharaan dan realisasi biaya pemeliharaan jalan di Kabupaten Karangasem. Penelitian ini bertujuan untuk membuat model perkiraan kebutuhan biaya pemeliharaan jalan berdasarkan kondisi jalan, panjang jalan, lebar jalan dan jenis lapisan perkerasan jalan di Kabupaten Karangasem. Lebih lanjut penelitian ini juga bertujuan untuk mengetahui besarnya perkiraan kebutuhan biaya pemeliharaan jalan di Kabupaten Karangasem pada tahun 2008. Penelitian ini diawali dengan mengidentifikasi variabel-variabel terkait yang kemudian datanya diperoleh dari Bidang Bina Marga Dinas Pekerjaan Umum Kabupaten Karangasem, termasuk di dalamnya adalah data kondisi jalan, panjang jalan, lebar jalan, jenis lapisan perkerasan dan biaya-biaya pemeliharaan jalan terdahulu. Lebih lanjut, data tersebut kemudian dianalisa menggunakan metoda analisis regresi linier berganda dengan terlebih dahulu melakukan uji asumsi klasik yang terdiri dari uji normalitas, uji linearitas, uji heteroskedastisitas, uji autokorelasi, dan uji multikolinearitas. Hasil yang diperoleh menunjukkan, model perkiraan kebutuhan biaya pemeliharaan jalan kondisi baik adalah Ŷ = 17.513,414 X1 dengan X1 adalah panjang jalan (adjusted R2 = 0,980). Model ini menunjukkan dari variabel-variabel yang tersebut di atas, hanya variabel panjang jalan yang berpengaruh terhadap kebutuhan biaya pemeliharaan jalan. Sedangkan model perkiraan kebutuhan biaya pemeliharaan jalan kondisi sedang adalah Ŷ = 367.666,967 X1 dengan X1 adalah panjang jalan (adjusted R2 = 0,986). Model ini juga menunjukkan dari variabel-variabel yang tersebut di atas, hanya variabel panjang jalan yang berpengaruh terhadap kebutuhan biaya pemeliharaan jalan. Dari model yang diperoleh kemudian dapat diketahui besarnya perkiraan kebutuhan biaya pemeliharaan jalan kondisi baik di Kabupaten Karangasem tahun 2008 adalah Rp. 6.377.869.000,00 dan untuk kondisi sedang adalah Rp. 49.840.905.000,00.

The cost estimating is the important part of the road management plan. Currently, in the District of Karangasem, the cost estimating process for the road maintenance under its authority is not based on the standardized method. Additionally, it is only based on the rough estimation without considering of both the road condition and previous years maintenance cost. Therefore, the difference between allocated maintenance cost and real maintenance cost is found relatively high. This research tries to propose the model to estimate the maintenance cost allocation based on these following factors; road condition, length of the road, width of the road, as well as the type of the pavement materials. Furthermore, it also aimed to estimate the allocation of maintenance cost of roads under the authority of District of Karangasem in 2008. This research is started by identifying variabels which is them collected from Bina Marga Division of Karangasem including; road conditions, length of the roads, wide of the roads, the pavement materials, and previous years road maintenance cost. Furthermore, the data are analyzed by using the multiple linear regression. However, for the validity reason, the classical assumption of regression test including; normality test, linearity test, heteroskedastisity test, autocorrelation test, and multicolinearity test are previously carried out. The result show that, the maintenance cost allocated model for good condition of pavement is Ŷ = 17.513,414 X1, X1 for road length (adjusted R2 = 0,980). It is shown that of all factors mentioned above only road length influence the road maintenance cost. Additionally, the maintenance cost allocation model for moderate condition of pavement is Ŷ = 367.666,967 X1 , X1 for road length (adjusted R2 = 0,986). It is shown that of all factors mentioned above only road length influence the road maintenance cost. Finally, the estimated maintenance cost in District of Karangasem in 2008 is Rp. 6.377.869.000,00 for good condition of pavement and is Rp. 49.840.905.000,00 for moderate condition of pavement.
