APLIKASI SOFT SYSTEM METHODOLOGY UNTUK ANALISA BUSINESS VALUE DARI HRIS DAN PERANCANGAN SISTEM INFORMASINYA DI PT. PHILIPS RALIN ELECTRONICS

ABSTRAK

Persaingan dalam era globalisasi yang semakin ketat diyakini akan dapat menyulitkan perusahaan - perusahaan manufaktur menjadi satu - satunya market leader. Kondisi ini disadari oleh PT. Philips Ralin Electronics produsen lampu terbesar didunia sebagai suatu tantangan untuk dapat tetap dapat mencapai visinya sebagai perusahaan terbaik dikelasnya. Mencapai hal tersebut diyakini bukanlah hal yang mudah. PT. Philips Ralin Electronics mencoba untuk menambah keunggulan bersaing serta meningkatkan performansi kerjanya dengan menciptakan sistem manajemen yang handal. Langkah yang diambil PT. Philips Ralin Electronics dalam mewujudkan hal ini adalah dengan berinvestasi pada software Human Resource information System HRIS yang diterapkan pada Human Resource Department HRD. Investasi bernilai besar ini diyakini akan dapat memberikan banyak benefit bagi perusahaan. Setelah aplikasi selama dua tahun dilakukan pengidentifikasian oleh manajemen terhadap benefit yang telah dan dapat diperoleh dari HRIS. Pengidentifikasian dilakukan dengan menerapkan konsep SOft System Methodology yang dipergunakan untuk dapat memberikan pemahaman secara menyeLuruh terhadap sistem dan membantu dalam penyamaan persepsi atau sudut pandang posisi HRD dan HRIS bagi perusahaan. Penerapan konsep value chain dilakukan untuk dapat mengidentifikasi aktivitas - aktivitas yang dilakukan HRD sebelum adanya penerapan HRIS saat penerapan dan setelah penerapan Gap aktivitas yang muncul berupa pengurangan aktivitas akan dapat mengindikasikan adanya benefit yang diperoleh. Penerapan konsep Economic Value Added digunakan untuk dapat mengetahui pengamh investasi HRIS terhadap business value perusahaan. Berdasarkan hasil perhitungan dan analisa yang dilakukan benefit yang dapat diidentifikasi berasal dari kemampuan modul - modul HRIS sendiri dan juga adanya potential benefit dalam pengembangan HRIS. Benefit tersebut adalah adanya pengoptimalan dan adding value pada sumber daya manusia yang dimiliki oleh PT. Philips Ralin Electronics adanya efektifitas dalam prosedur rekrutmen dan training serta promosi dad level karyawan adanya kemudahan dalam pengambilan keputusan oleh manajemen yang terkait dengan data - data HRD adanya efisiensi waktu dalam proses - proses administratif karyawan adanya support dalam pengeluaran kebijakan - kebijakan perusahaan serta adanya pengurangan biaya operasional HRD dalam pengaplikasian potential benefit dari HRIS. Nilai EVA yang diperoleh perusahaan pada tahun 2000 sebelum penerapan HRIS sebesar Rp. 264100000000. Tahun 2001 saat penerapan sebesar Rp. 149400000000 dan tahun 2002 adalah sebesar Rp. 213800000000. Nilai positif yang dimiliki PT. Philips Ralin Electronics menunjukkan adanya kestabilan finansial perusahaan. lnvestasi HRIS mengurangi nilai EVA namun tidak terkategorikan sebagai penghancuran nilai dan tahun 2002 menunjukkan penambahan nilai yang dapat dilakukan oleh HRIS terhadap business value perusahaan.


ABSTRACT

Competition in globalization era which progressively tighten believed will be able to complicate manufacturing company become the only one market leader. This condition was realized by PT.Philips Ralin Electronics biggest lamp manufacture in world as a challenge to be able to reach its vision as the best company in its class. Reaching this vision is not an easy matter. PT. Philips Ralin Electronics try to add excellence compete and also improve performance of its activity by creating reliable management system. Taken PT Ralin Electronics in this matter was by having invesment at Human Resource System sofnvare HRIS which is applied at Human Resource Department HRD. This big valuable investment believed will be able to give many benefit the company. After held by management for benefit which have and can be obtained from HRIS. IdentIfYing conducted by applying soft system Methodology that able to brive total understanding to system and assist in equation of position viewpoint or perception of HRD and HRIS to the company. Applying concept of value chain conducted to be able to identify activities done by HRD before existence of applying of HRIS moment and after applying. Activitv gap which emerge in the form of reduction of indication activity will be able to obtained the existence of benefits. Applying Economic Value Added used to be able to know influence of invesment of HRlS to companys value business. Based on the result of conducted analysis and calculation benefit able to identifyfrom the ability of HRIS modules itself and also the existence of optimation and adding potential benefit in development of HRIS The Benefits are the existence value of human resource that had by PT.Philips Ralin ElectroniCS existence of efectivity in recruitment procedures f training and also promotion of each employees level existence of amenity in decision making by management which related to HRD s datas existence of time effiCiency in course of - employees administrative process existence of support in expenditure of company policies and also the existence of operating expenses reduction of HRD in application of potential benefit of HRIS. Value of EVA obtained by company in the year 2000 before applying of HRlS equal to Rp. 264100000000. Year 2001 applying momentequal to Rp. 149400000000 and year 2002 equal to Rp. 213800000000. Positive value which owned by PT. Philips Ralin Electronics showing the existence of companys financial stability. Invesment of HRIS lessen value of EVA but not be categorized as crushing of value and year 2002 showing addition of value that conducted by HRIS for company s business values.
