ABSTRAK

Direktorat Jendral Pendidikan Tinggi telah menetapkan paradigma baru yang terdiri atas pilar-pilar kualitas otonomi akuntabilitas akreditasi dan evaluasi sebagai landasan peningkatan fungsi Tri-Dharma bagi perguruan tinggi di Indonesia. Untuk lebih mematangkan penerapan paradigma baru dalam tataran operasional maka Ditjen Dikti mengembangkan RAISE Relevance Academic Atmosphere Internal Management Sustainability Efficiency and Productivity Access and Equity and Leadership sebagai suatu panduan operasional untuk menetapkan kriteria proses pendidikan tinggi melalui beberapa poyek pengembangan pendidikan tinggi. Penelitian diarahkan pada perumusan RAISE kedalam bentuk hirarki sub-kriteria dan sub-sub kriteria melalui penjaringan opini stakeholder terkait dengan metode Delphi. Kriteria dan sub-kriteria hasil penjaringan opini ini dilihat tingkat pengaruhnya pada setiap elemen RAISE dengan metode Analytical Hierarchy Process AHP dan dukungan software Expert Choice. Hasil pembobotan kriteria dan sub-sub-kriteria RAISE dapat digunakan untuk menentukan prioritas program pengembangan pendidikan tinggi dalam bentuk formulasi dasar pengembangan pendidikan tinggi berbasis RASIE. Untuk mengetahui keberhasilan program pengembangan dilakukan analisa cause-effect aktifitas derivasi RAISE terhadap indikator kinerja perguruan tinggi untuk menentukan aktifitas apa saja yang dapat mempengaruhi nilai indikator kinerja. Hasil dari penelitian ini adalah rumusan untuk menghitung nilai indikator kinerja hasil pelaksanaan program pengembangan yang nantinya dapat digunakan sebagai dasar untuk melakukan analisa benefit program pengembangan.


ABSTRACT

Directorate General of Higher Education has launched a new paradigm in higher education which consists of quality autonomy accountability accreditation and evaluation as a guideline for functioning university Tri Dharma in Indonesia. At implementation stage this new paradigm is translated to the concept of RAISE and stands for relevance academic atmosphere internal management sustainability efficiency and productivity access and equity and leadership. This concept is then applied in any university development project in Indonesia. The research is emphasized on the development of RAISE in the form of hierarchical structure of sub-criteria and sub-sub-criteria through a survey capturing stakeholder opinions by using a Delphi method. The survey was conducted in ITS Surabaya involving representatives of lecturers students parents and university management board. Having examined the surveys result the form of hierarchical structure is defined by analytical hierarchy process AHP approach using Expert Choice - Software. The weight of any sub-criteria and sub-sub-criteria in hierarchical structure will be used for determining the result of cause effect analysis and the priority program proposed on the university development plan. Further discussion was taken on the area of cost benefit analysis of the development project and possible intangible benefit showed by the relevant performance indicator of the priority program.
