Description:

Aspek perikanan di Indonesia membutuhkan pengelolaan yang bertanggung jawab dan berorientasi pada kepentingan jangka panjang, hal ini digunakan untuk menjaga kelestarian ikan dan keberlanjutan komunitas ikan dari kepunahan. Hasil estimasi potensi, produksi dan tingkat pemanfaatan sumber daya ikan di WPP Selat Malaka Tahun 2001, menunjukkan kelompok sumber daya ikan pelagis kecil dengan potensi 147,30 ton/tahun dan tingkat produksi 132,70 dengan pemanfaatan 90,15 %. Sehingga dapat dinyatakan bahwa prospek pengembangan pemanfaatan sumberdaya ikan pelagis kecil di wilayah perikanan Selat Malaka masih ada. Sebagian besar kapal penangkap ikan yang beroperasi di WPP Selat Malaka masih tergolong kapal ikan tradisional yang kurang efektif dan efisien, sehingga perlu adanya perbaikan karakteristik kapal yang mampu memberikan peningkatan efektifitas dan efesiensi didalam operasi penangkapan ikan. Upaya perbaikan karakteristik kapal dilakukan melalui penelitian ini, berupa pencarian model kapal penangkap ikan yang disesuaikan dengan potensi SDI yang ada. Penelitian ini diawali dengan melakukan survey ke sentra nelayan di Pelabuhan Perikanan Pantai, Banda Aceh untuk mengidentifikasi spesifikasi kapal ikan yang beroperasi, melakukan wawancara terhadap pemilik kapal, pembuat kapal, dan pegawai dinas perikanan setempat. Selain itu, juga dikumpulkan data statistik perikanan, data perairan, dan literatur lain yang mendukung. Nilai MSY ditentukan dengan metode surplus produksi, untuk menentukan dimensi kapal dilakukan menggunakan data kapal pembanding dan penilaian aspek ekonomi kapal dilakukan dengan menggunakan NPV dan IRR. Hasil penelitian model perancangan kapal penangkap ikan ini dapat menjadi informasi dan rekomendasi bagi Stakeholder perikanan tangkap di wilayah pengelolaan perikanan selat Malaka.

Fishery aspect in Indonesia requires management is holding responsible and orients at long-range importance, this thing applied to take care of continuity of fish and fish community continueing from destruction. Result of estimation of potency, produce and level of exploiting of fish power source in WPP Malacca strait in year 2001, showed group of small pelagis fish power source with potency 147,30 ton/year and production rate 132,70 with exploiting 90,15 %. So can expressed that exploitation prospect of exploiting of small pelagis fish resources in fishery region of Malacca Strait there are still. Most of fieldsman ship operating in WPP Malaka strait still pertain traditional fishing boat of which less efficient and effective, causing needs existence of refinement of ship characteristic capable to give improvement of effectivity and efficiency in operation of fish inclusion. Refinement effort of ship characteristic is done by through this research, in the form of seeking of fieldsman ship model adapted for by the SDI potency. This research started by doing survey to sentra fisherman in Pelabuhan Perikanan Pantai, Banda Aceh to identify specification of operating fishing boat, does interview to ship owner, shipbuilding, and officer on duty local fishery. Besides, also is collected fishery statistical, water territory data, and other literature supporting. Value MSY is determined with production surplus method, to determine ship dimension is done to apply benchmarking ship data and assessment of ship economics aspect is done by using method NPV and IRR. Result of research of scheme model of this fieldsman ship can become information and recommendation for Stakeholder fishery catchs in management region of fishery of strait Malaka.
