STUDI KELAYAKAN JALAN TOL SURAMADU

SURAMADU TOLL ROAD FEASIBILTY STUDY

ABSTRAK

Pergerakan jalur transportasi yang terhambat membuat pembangunan jembatan Suramadu dinilai penting sebagai pembuka awal. Dengan Jembatan Suramadu yang menghubungkan Surabaya dengan Pulau Madura melalui jalan darat diharapkan ketimpangan sosial dapat segera direduksi. Arus transportasi yang cepat dan efektif akan membuat perkembangan Madura segera melejit bersaing dengan daerah-daerah lain. Tata wilayah dan tata guna lahan juga akan terbentuk secara proporsional dan juga bertujuan untuk menciptakan jaringan jalan yang handal dalam mengantisipasi perkembangan lalu lintas dimasa yang akan datang. Mengacu dari latar belakang tersebut maka dalam tugas akhir ini penulis membahas mengenai studi kelayakan pembagunan jalan tol Suramadu sebagai tolak ukur kelayakan sebuah proyek dari sisi ekonomi teknik.Perhitungan benefit cost ratio net present value dan internal rate of return hingga umur rencana menjadi dasar sebuah studi kelayakan. Dari hasil perhitungan benefit cost ratio sebesar 0.94 net present value sebesar Rp. - 1886090890000 dan internal rate of return sebesar 175 maka dapat disimpulkan bahwa proyek jalan tol Suramadu tidak layak secara ekonomi.Namun dalam tugas akhir ini penulis hanya menghitung manfaat langsung dari proyek mungkin jika manfaat tidak langsung juga di hitung nilai kelayakan jalan tol Suramadu dapat berubah.


ABSTRACT

Delayed transportation movement made the construction of Suramadu bridge is so important as a beginning. Expected with Suramadu bridge which link Surabaya and Madura island by land road the social imbalances can be reduce immediately. Fast and effective transportation flow will make Madura development grow fast compete with other region. The development of layout area and land use in Madura will form proportional and also intend to create better road system for anticipating traffic growth on the future. Refer from that background in this final project the writer discuss about Suramadu toll road feasibility study as a benchmark of civil procject in economic engineering. The value of benefit cost ratio net present value and internal rate of return until age plan structure are the basic of feasibility study. From the result calculation discovered the value of benefit cost ratio is 0.94 net present value Rp. - 1886090890000 and the internal rate of return 175 from that result can be concluded that Suramadu toll road project not feasible from economic point of view. But in this final project the writer only counting direct benefit from the project maybe if indirect benefit from the procject also counted the result of the feasiblility may change.
