Saat ini infrastruktur komputer sudah menjadi sarana yang sangat kritikal bagi suatu perusahaan untuk mendukung jalannya operasi. Meskipun demikian, investasi dalam bidang ini tetap harus dilakukan dengan sangat hati-hati. Analisis dan pertimbangan secara menyeluruh sangat diperlukan sebelum pengembangan sarana ini dilakukan. PT Caltex Pacific Indonesia (CPI) sebagai salah satu perusahaan perminyakan terbesar di Indonesia, mempergunakan sekitar 4000 komputer berbasis windows, lebih dari 200 'workstation' berbasis unix, sekitar 100 server dan storage dengan kapasitas puluhan 'terabyte'. Untuk memastikan ketepatan dalam melakuan pengembangan infrastruktur ini, diperlukan analisis yang mendalam, sehingga pengelolaannya dapat dilakukan dengan efisien dan efektif, serta pemakaian biaya dilaksanakan dengan optimal. Permasalahannya adalah sajauh ini belum diketahui semua komponen biaya yang berpengaruh terhadap investasi ini, juga model yang bisa mewakili pemakaian biaya untuk infrastruktur ini. Pada penelitian ini, analisis optimalisasi pemakaian biaya, dilakukan dengan membuat dan menganalisis model keseluruhan biaya kepemilikan (Total Cost of Ownership- TCO) untuk infrastruktur komputer sepanjang life cycle-nya. Pertama, identifikasi semua komponen biaya yang ada dan hubungan antara komponen-komponen tersebut. Kedua, membuat model matematis dengan mempergunakan Microsoft Excel untuk mewakili TCO yang ada. Ketiga, dengan mempergunakan model yang sudah dibuat, dilakukan analisis kedominanan (prominensi) dan sensitifitas TCO terhadap masing-masing komponen biaya. Bersadarkan model yang dibuat, maka TCO infrastruktur komputer di CPI mempunyai 6 komponen biaya utama, yaitu biaya overhead, kapital, instalasi, operasi, perawatan dan uninstalasi. Dari keenam komponen biaya tersebut, biaya operasi memberikan kontribusi tertinggi, yaitu sekitar 42%. Biaya kapital, investasi pembelian/pengadaan aset/perangkat, hanya memberikan kontribusi sekitar 26%, dan merupakan komponen kedua terbesar. Hasil analisis sensitifitas menunjukan bahwa komponen-komponen biaya operasi, salah satunya biaya lisensi basic software dan standard image, merupakan komponen yang paling berpengaruh terhadap perubahan nilai TCO. Dapat disimpulkan bahwa untuk mendapatkan biaya insfrastruktur komputer yang optimal, maka pengelola harus memberikan perhatian dan pengawasan yang intensif terhadap komponen-konponen biaya tersebut.

In the recent day, computing infrastructure becomes one of critical factor in supporting company operation. Eventhough, the invesment on this infrastructure should not be done without any comprehensive analysis and feasilbility study. PT Caltex Pacific Indonesia (CPI), one of the biggest oil company in Indonesia, employes about 4000 windows based computer, more than 200 unix based computer, around 100 servers and storages with tens terrabytes capacity. In ensuring the accuracy of investment, the company, of course, requires the deep and comprehensive analysis of overall cost component and the degree of contribution to the total cost (Total Cost of Ownership - TCO). So that, CPI will able to operate, manage and control the main cost components or cost factors in regard to achieve the acceptable and competitive operation cost. In this research, the cost optimatization analysis have been done by developing a total cost of ownership (TCO) model and conducting analisys for a whole life cycle. The first step is identification all of cost components including relationship among them using 'influence diagram' tools. Secondly, we develop model of TCO using Microsoft Excel that representing actual condition in CPI. The last step we conduct 2 kinds of analysis, prominent and sensitifity analyst Both of the analysis has been done to determine the relation, contribution and sensitifity of TCO with all of cost components. Based on the model developed in the research, the TCO of computing infrastructure in CPI consist of 6 main cost components, they are overhead, capital, installation, operation, maintanence, and uninstalation cost. The operation cost has the highest contribution to the TCO compare with the others, with about 42% contribution. The capital (investment) only contributes about 26% and become the second highest contributor to the TCO. The result of sensitifoty analysis showed that the cost components of operation cost are the highest influence to the TCO. The most influencers to the TCO are 'cost of basic software' and 'cost of standard image'. The conclusion, based on the above analysis, the TCO of CPI computing infrastructure will be optimum if management have a good control and monitor process to the above critical cost component.
