Balikpapan merupakan salah satu kota di propinsi Kalimantan Timur yang terus berkembang, termasuk daerah hunian dan fasilitas – fasilitas pendukungnya. Namun sayangnya perkembangan daerah hunian dan fasilitas–fasilitas pendukungnya tersebut tidak diimbangi dengan penataan yang tepat. Banyak penduduk membangun pemukiman di daerah–daerah yang semestinya tidak boleh dibangun pemukiman, seperti halnya daerah bantaran sungai dan tempat–tempat yang sebelumnya dimanfaatkan sebagai daerah resapan air. Hal tersebut yang menjadi salah satu sebab terjadinya banjir. Salah satu cara untuk menanggulangi banjir tersebut, maka dibangun suatu Bendungan Pengendali Banjir (Bendali). Salah satu komponen yang paling penting dalam suatu waduk adalah Spillway. Spillway merupakan suatu bangunan pelimpah yang berfungsi melimpahkan kelebihan air dari debit yang akan dibuang sehingga kapasitas waduk dapat dipertahankan sampai batas maksimal. Dalam suatu perencanaan Spillway dan Main Dam diperlukan pertimbangan dan perhitungan–perhitungan sehingga didapatkan suatu desain yang efisien. Tipe Spillway pada Bendali Perhubungan ini direncanakan menggunakan tipe Spillway yang biasa dipakai pada bendungan tipe urugan yaitu pelimpah bebas mercu ogee. Dari hasil perhitungan perencanaan dengan menggunakan debit rencana 50 tahun (Q50th) didapatkan dimensi Spillway dengan lebar sebesar 10 meter, elevasi puncak Spillway terletak pada + 15,91 dengan dasar waduk terletak pada + 12,5, untuk lebar Tubuh Bendung sebesar 3,32 meter, elevasi puncak Tubuh Bendung terletak pada + 17,91. Untuk perencanaan kolam olak dipakai kolam olak USBR tipe I dengan panjang kolam olak sebesar 5 meter.

Balikpapan is one of town in East Kalimantan province that in this time is expanding, include of dwelling and facilities area. But unfortunately that areas unbalance with the correct settlement. A lot of resident develop of buildings near of river and places in which is used to water diffusion before it. It is becoming one of floods cause. One way of to control the floods is build a Floods Control Dam (Bendali). One of the most important component in a basin is Spillway. Spillway is a building that having function to overflowing the water excess from debit to be thrown so that maximal defensible accumulating basin capacities to a point. In the Spillway and the Main Dam design is needed consideration and calculation so that got an efficient design. The type of Spillway at The Perhubungan Bendali using Ogee type. From calculation result of design with use plan debit 50 years (Q50Th) have been got the dimension of the Spillway width equal to 10 metre, the Spillway culminate elevation lay in + 15,91 with based of basin lay in + 12,50, for the Main Dam width equal to 3,32 metre, the Main Dam culminate elevation lay in + 17,91. For the convection pool design use the convection pool of type 1 USBR with long is 5 metre. From design that have been got the dimension of Spillway and Main Dam, then done a stability calculation that covering rolling and shift. Stability calculation is calculated at the time of condition most critical, that is when of water face condition as high as top Spillway and when of water face condition as high as debit plan. From result of stability calculation got by conclusion that stability of Spillway and Main Dam up to standard so that not need strength.
