Description:

Jaringan jalan di kota Surabaya sangat kompleks dan mobilitas penduduknya pun sangat tinggi. Fakta ini dapat dilihat dari besarnya arus kendaraan di jalan-jalan di Surabaya setiap hari. Besarnya pergerakan lalu lintas telah memperpadat ruas jalan dan memicu terjadinya kecelakaan. Berdasarkan klasifikasi fungsi dan karakteristiknya, jalanjalan arteri dan kolektor di Surabaya memiliki perbedaan tingkat kecelakaan. Untuk mengetahui perbedaan tingkat kecelakaaan sekaligus karakteristik kecelakaan di kedua jenis jalan tersebut, maka dilakukan studi ini, yaitu melalui pengolahan data kecelakaan tahun 2006, data volume kendaraan tahun 2000, dan data panjang jalan. Sebagai informasi tambahan, maka dilakukan pula perhitungan nilai ekonomi akibat kecelakaan yang melibatkan korban meninggal dunia di kota Surabaya, dimana perhitungannya adalah didasarkan pada produktivitas korban yang meninggal dunia tersebut. Hasil`studi memperlihatkan bahwa kecelakaan di jalan arteri dan jalan kolektor di kota Surabaya pada tahun 2006 telah mengakibatkan korban luka ringan rata-rata sebesar 74%, korban luka berat rata-rata sebesar 7,2%, dan korban fatal ratarata sebesar 18,8%. Angka kecelakaan tertinggi di Surabaya untuk kelas meninggal dunia adalah di jalan arteri 2/2 UD, yaitu sebesar 0,165 orang per satu juta kendaraan kilometer. Sedangkan untuk kelas luka berat adalah di jalan arteri dan kolektor 6/2 D yaitu, sebesar 0,042 orang per satu juta kendaraan kilometer. Dan untuk kelas luka ringan adalah di jalan kolektor 4/2 D yaitu, sebesar 0,455 orang per satu juta kendaraan kilometer. Dari hasil analisa didapatkan nilai ekonomi akibat kecelakaan yang melibatkan korban meninggal dunia yang didasarkan pada produktivitasnya di kota Surabaya pada tahun 2006 adalah sebesar Rp 290.278.489,46 per orang. Nilai tersebut dapat digunakan untuk menghitung peningkatan nilai ekonomi akibat menurunnya angka korban kecelakaan meninggal dunia yang akan digunakan dalam analisa kelayakan perbaikan fasilitas jalan raya.

Highway system in Surabaya is very complex and the citizen’s mobility is very high. This fact can be concluded from Surabaya highways daily traffic volume. The high traffic volume influence the traffic density and increase accidents. According to it’s characteristic and function classification, artery and collector roads in Surabaya have different accident rate. In order to know the differences of accident rate and the characteristic of accidents between this two kinds of roads, this study has done. The information require for this study is obtained by processing data of accident reports in 2006, traffic volume in 2000, and lenght of the roads. As added information, economic value from the fatal accident in Surabaya according to their productivity, are also counted. This study shows that the accidents in artery and collector roads in Surabaya in 2006 has caused approximately slight injury 74%, serious injury 7.2%, and fatality 18.8%. The most highest accident rate in Surabaya for fatal injury are located in artery road 2/2 UD type, the accident rate is amount 0.165 person per one million vehicles kilometers. The accident rate for serious injury is amount 0.042 person per one million vehicles kilometers that hapened in artery and collector roads 6/2 D type. The accident rate for slight injury is amount 0.455 person per one million vehicles kilometers that hapened in collector road 4/2 D type. From this analysis, it can be concluded that the economic value from the fatal accident according to their productivity in Surabaya in the year 2006 is equal to Rp 290,278,489.46 per person. This value can be used for counting the increasing of economic value caused by the decreasing of fatal victims, so that it can be compare whether it necessary or not to improve the highway fasility.
