Description:

Dalam melayani kebutuhan pergerakan barang dari suatu tempat ke tempat yang lain, sering kali terjadi penyimpangan di lapangan yang dilakukan para operator angkutan barang. Umumnya penyimpangan yang dilakukan berupa pelanggaran tata cara pemuatan, jumlah berat dan perubahan bentuk (spesifikasi) kendaraan barang. Penyimpangan tersebut dapat berdampak negatif terhadap prasarana jalan yang dilewati, mengingat daya dukung yang terbatas. Pada area penelitian yaitu lintas Kuaro - Penajam Kabupaten Pasir Kalimantan Timur, ditetapkan bahwa ruas jalan dimaksud memiliki kelas IIIA, yaitu jalan arteri yang dapat dilalui kendaraan bermotor termasuk muatan dengan ukuran lebar tidak melebihi 2.500 milimeter, ukuran panjang tidak melebihi 18.000 milimeter dan muatan sumbu terberat yang diizinkan 8 ton. Ketentuan ini merupakan pembatasan yang hams dipatuhi oleh para operator angkutan barang. Penelitian ini ditujukan untuk menghitung tingkat pelanggaran muatan, tarif angkutan yang berlaku, tarif berdasar biaya produksi serta tarif yang diinginkan oleh operator truk supaya tidak perlu melakukan pelanggaran berat muatan. Dari analisis kelebihan muatan dapat disimpulkan bahwa jumlah rata-rata muatan untuk truk kecil kondisi rute jalan bagus sebesar 7.965,52 kg, truk kecil rute jalan tidak bagus sebesar 7.804,35 kg dan truk besar 10.548,5 kg. Batas dengan syarat izin muatan (KIR) untuk truk kecill adalah 4.389,00 kg sedangkan truk besar sebesar 5.489,18 kg. Kelebihan muatan yang terjadi bagi truk kecil rute jalan bagus sebesar 3586,7 kg, truk kecil rute jalan tidak bagus sebesar 3415, 91 kg sedangkan truk besar adalah 5058,82 kg. Perhitungan biaya produksi tanpa melakukan pelanggaran berat muatan menghasilkan angka-angka sebagai berikut: biaya produksi Rute jalan bagus adalah Rp 1.612,79 / Km atau Rp 367,79 / Ton.Km, untuk truk kecil Rute jalan tidak bagus adalah Rp 2.562,40 / Km atau Rp 583,8/Ton.Km, dan truk besar Tarif sebesar Rp 2.367,98 /Km atau Rp 431,39 / Ton.Km. Rekomendasi Tarif ditentukan berdasar analisa perbandingan antara tarif yang ada, tarif penawaran, tarif biaya produksi dan tarif yang diinginkan tanpa pelanggaran muatan. Tarif berdasarkan biaya produksi ditetapkan sebagai batas bawah Tarif Rekomendasi sedangkan Tarif yang diinginkan tanpa pelanggaran muatan ditetapkan sebagai batas atas Tarif Rekomendasi.

Freight operators often conduct traffic codes violation. Among other common violation froms are loading method, overloading and vehicle modification. This violation is harms for the road, since the road has its maximum permited axle load. Kuaro-Penajam route, at Kabupaten Pasir Kalimantan Timur is classified as a primary arterial HIA class road. The maximum vehicle size permitted to travel is of 2.500 mm width, 18.000 mm length and maximum permitted axle load of 8 ton. This rule must be obeyed by all traffic, including the trucks. The aim of the research is to calculate the level overloading practice, the existing tariff, the tariff calculated based on production cost, and of expected tariff by the operators in order not to violate the maximum permitted load. Analysis of overloading data shows that average loading of small trucks over good route is 7,965.52 kg, small trucks over bad route is 7,804.35 kg and big trucks is 10,548.5 kg. While the maximum permitted loading for each category is 4,389.00 kg for small trucks and 5,489.18 kg for big trucks. Therefor the avarage overload for each category are 3,586.70 kg for small trucks over good route 3,415.91 kg for small trucks over bad route and 5,058.82 kg for big trucks. Normal production cost calculation gave the following tariffs for each category: Rp 1,612.79/ km or Rp 367.79/ton-km for small trucks over good routes. Rp 2,562.40/km or Rp 583.8/ton-km for small trucks over bad route and Rp 2,367.984cm or Rp 431,39/ton-km for big trucks. Tariff recommendation should be mode based on comparison of the existing tariff, offered tariff, tariff based on production cost, expected tariff not to violate maximum loading. Tarif based on production cost should be taken as the lower limit, while the expected tariff should be taken as the upper limit of the recommended tarrif.
