Kawasan Waru berada di perbatasan antara kota Surabaya dan Kabupaten Sidoarjo. Waru sebagai kawasan pinggiran kabupaten Sidoarjo telah menerima imbas perluasan aktivitas kehidupan kota Surabaya, berupa perluasan kawasan pemukiman dan industri. Ditinjau dari aspek ekonomi akan memberikan kehidupan yang lebih baik dan menyebabkan perubahan gaya hidup diantaranya meningkatkan pola pergerakan, kemudian meningkatkan kepemilikan kendaraan pribadi dan akhirnya mempengaruhi sistem pergerakan di jalan arteri primer Raya Waru.. Lingkup penelitian dirumuskan dalam Hipotesa yang terbagi menjadi 2 yaitu secara makro sebagai hipotesa I adanya kemungkinan pengaruh pertumbuhan penduduk dan ekonomi serta kendaraan pribadi terhadap lalu lintas jalan Raya Waru. Secara mikro sebagai Hipotesa 2 yaitu adanya kemungkinan pengaruh pertumbuhan kawasan Waru berupa sistem pergerakan dan tata guna lahan di koridor Raya Waru mempengaruhi kemacetan lalu lintas di jalan Raya Waru. Menjawab hipotesa 1 dengan memakai metode analisa regresi berbasis rumah tangga dilanjutkan koefesien determinasi dan uji hipotesa sedang menjawab hipotesa 2 dengan memakai analisa Manual Kapasitas Jalan Indonesia 1997 atau IHCM 1997. Data memakai data sekunder dan primer dari home interview yang disebar pada responden di 17 kelurahan di kecamatan Waru Temuan penelitian adalah di jalan arteri primer raya Waru telah terjadi kemacetan lalu lintas mulai tahun 1993. Secara makro faktor pertumbuhan penduduk Waru tidak berpengaruh, pertumbuhan ekonomi berdasar PDRB Kabupaten Sidoarjo dan kepemilikan kendaraan yang mempengaruhi lalu lintas . Secara mikro faktor yang berpengaruh di koridor Raya Waru adalah sistem pergerakan dan sistem tata guna lahan Kesimpulan dari penelitian ini adalah bahwa di kawasan pinggiran Waru telah mengalami Sub urban Sprawl dimana pembangunan kawasan pemukiman dan perindustrian tidak direncanakan dengan memikirkan dampak lalu lintas

Waru area is located in periphery between Surabaya city and Sidoarjo regency. Waru as a fringe of Sidoarjo regency has influenced by the development of the life activity of Surabaya city, such as residential area and industrial area. Based on the increased economic aspect will give a better welfare then before and cause by the change of the life style like transportation and private car and finally influence the traffic system at Waru thoroughfare as a primary arterial road. The research is formulated in two hypotheses. The first hypothesis as a macro hypothesis is a possibility the influence of the growth of the citizen, economic and private car for the traffic at Waru thoroughfare. The second hypothese as a micro hypothese is a possibility the influence of the growth of the land use system and transportation system at Waru thoroughfare. The answer of the first hypothesis uses regression analyze method, determination coefficient and hypothesis test. The answer of the second hypothese uses Indonesian Highway Capacity Manual 1997. The study is using primary data and secondary data. The primary data is based on home interview in 17 sub district in Waru district. The conclusion of the research is the traffic congestion at Waru thoroughfare that has being happened since 1993. The base on major factor for influence the traffic congestion is the economic and the private car in Waru area and the base on minor factor for influence the traffic congestion is traffic system and land use system at Waru thoroughfare. The result of research has happened sub urban sprawl in Waru district where the development of human settlement and industrialization were not relate to traffic impact.
