EVALUATION AND DEVELOPMENT OF TECHNICAL OPERATION OF COLLECTION AND TRANSPORT SOLID WASTE IN PADANG TOWN

ABSTRAK

Sampah merupakan masalah yaiig rumit untuk dipecahkan. Timbulan sampah yang tidak ditangani dengan baik akan berdampak bagi lingkungan terutaraa bagi kesehatan manusia. Dalam kegiatan pengumpulan dan pengangkutan sampah di Kota Padang masih banyak terdapat kekurangan. Belum disiplinnya petugas becak dalam pengumpulan sampah menyebabkan banyaknya sampah berserakan di sekitar lokasi TPS. Kurangnya jumlah TPS menyebabkan masyarakat menumpuk sampah di beberapa lokasi sepanjang jalan rute kendaraan. Hal ini selain mengurangi nilai estetika juga memperlama waktu pengangkutan sampah ke TPA. Tingkat pelayanan sampah Kota Padang yang baru mencapai 38 dari total timbulan sampah menunjukkan masih rendahnya kemampuan armada pengangkutan. Untuk mengatasi hal tersebut perlu adanya evaluasi terhadap teknik operasional pengumpulan dan pengangkutan sampah Kota Padang. Penelitian ini dilakukan dengan cara obsei-vasi lapangan dalam teknik operasional pengumpulan dan pengangkutan sampah. Untuk mengetahui kemampuan dari becak meliputi waktu dan jarak dalam pengumpulan sampahhari diambil sampel sebanyak 4 unit becak sampah pada dua kelurahan. Sedangkan untuk mengetahui waktu dan jumlah triphari yang dapat dilakukan oleh truk sampah diambil sampel sebanyak 4 unit Arm Roll Track dan 4 unit Dump Truck dengan mengikuti rute yang dilalui. Hasil evaluasi menunjukkan bahwa kemampuan becak dalam mengumpulkan sampah per-hari sebesar 22 m3. Sistem pengumpulan dari rumah ke rumah door to door oleh truk sampah dapat diganti dengan becak sampah menggunakan pola individual tidak langsung sehingga waktu yang dibutuhkan untuk mengangkut sampah ke TPA lebih singkat. Dari hasil perhitungan setelah adanya perbaikan pola tersebut diperoleh bahwa setiap truk sampah mampu menambah satu trip lagi setiap hari. Dengan jumlah armada yang ada pelayanan dapat ditingkatkan dari 38 menjadi 50 dari total sampah Kota Padang. Untuk kelancaran operasional pengangkutan sampah pada masa mendatang Pemerintah Kota Padang perlu menyiapkan armada pengganti untuk setiap kendaraan sampah yang habis masa pemakaiannya.


ABSTRACT

Solid-waste is complicated problem that very difficult to solve by. Deposit of solid-waste that was not handled seriously would give bad impact to environment especially for human health. Collection and transport solid-waste activity in Padang Town still have lack. Yet discipline of becak official to collecting waste because more solid-waste spread around TPS location. Less number of TPS cause community pile up solid-waste in several location along way vehicle route. It is in order to decrease esthetic view and make slow moving time of transport waste to the TPA. The service level of solid-waste in Padang Town just reached 38 from total of deposit solid-waste mat still indicated minimize of transport vehicles performance. To solve this problem it requires evaluation to operational technical of collection and transport solid-waste in Padang Town. This research did by field observation way in operational collection and transport solid-waste. To recognize becak performance include time and range to collection solid-waste every day took samples 4 unit becak in two district administrated. Where as to recognize time and number of trip everyday that could did by vehicle took sample 4 unit Arm Roll Trucks and 4 unit Dump Trucks by followed route which passed by. Evaluation result indicate that becak performance in order to collection solid-waste every day has rate 22 m3. Collection system was door to door by dump trucks that could substitute by becak that apply indirect individual pattern so time that required to transport solid-waste to TPA more shortly. From consideration after improvement of that pattern achieved that every truck able to increase one trip again everyday. By number vehicle existing service could increase from 38 to be 50 from total of solid-waste in Padang Town. For facilitate operational transport solid-waste in the future Padang Town Government should already prepare substitute vehicle for every waste vehicle that has grounded and could not useful anymore.
