ABSTRAK

Salah satu permasalahan perkotaan yang sering menjadi persoalan yang cukup serius kota-kota di Indonesia adalah Tempat Pembuangan Akhir TPA sampah yang mengalami resistensi penolakan dari masyarakat sekitarnya disebabkan kondisi TPA kurang memenuhi syarat aman terhadap lingkungan. Kondisi tersebut disebabkan oleh sistem pengelolaan TPA yang buruk dan open dumping sebagai metode pembuangan akhir sampah. Hal ini mulai terjadi di TPA Kota Pamekasan. Berkaitan dengan hal tersebut dilakukan penelitian untuk mengevaluasi kondisi existing teknis operasionai TPA Kota Pamekasan khususnya yang berkaitan dengan sistem penimbunan sistem drainase dan sistem pengelolaan lindi yang merupakan sub sistem pengelolaan TPA yang seringkali menjadi sumber permasalahan sebuah TPA Sebagai tindak lanjut dari hasil penelitian dirumuskan beberapa rencana tindak action plan sebagai upaya pembenahan dalam meminimalkan potensi dampak yang ditimbulkan oleh keberadaan TPA dimaksud. TPA Kota Pamekasan mempunyai luas lahan 435 Ha terbagi dalam lima blok penimbunan working area yang terdiri atas 6 - 15 sel isian dengan ukuran panjang 70-90 m lebar 6 - 10 m tebal 1 m atau tergantung geometri lahan sistem penimbunan menggunakan metode canyon yang didasarkan atas kondisi topografi perbukitan penutupan timbunan sampah dilakukan setiap hah dan atau setelah selesai operasi dengan ketebalan 10 cm sedangkan kebutuhan tanah penutup sekitar 4 m3 perhari. Sistem drainase meliputi drainase luar sekeliling TPA yang berfungsi mencegah air limpasan masuk kedalam TPA direncanakan berbentuk saluran segi empat terbuka konstruksi pasangan batu. Sedangkan drainase dalam sekeliling blok penimbunan berfungsi mengeluarkan air hujan keluar TPA berbentuk saluran segi empat tertutup konstruksi pasangan batu. Sistem pengelolaan lindi menggunakan saluran drainase dalam sebagai pengumpul lindi dan sistem pengolahan lindi menggunakan Kolam Fakultatif dengan dimensi p 60 m 1 30 m t 15 m dan konsentrasi effluent BOD5183mglt.


ABSTRACT

One of urban serious problems at cities in Indonesia is disposal land fill. That is retention by society surrounding it. It is caused by the condition of land fill is not favorable for enviroment. That condition is caused by management system is bad and open dumping is method last disposal land fill. This is start happen at disposal land fill Pamekasan city. According to that problem is applied research for evaluate the condition of existing operational technical disposal land fill Pamekasan City especially is about landfilling drainage and leachate system. That is sub system of management system land fill often to be source of land fill problem. As a follow up of result research is formulated some action plans as a effort to fix minimize negative impact appearenced by existence of lanf fill. The disposal land fill Pamekasan city has field around 435 acre is devided in 5 block of working area consist of 6 - 15 filling cell with length 70 - 90 m wide 6 - 10 m thin lm or depend on field of geometri Filling system use canyon method based on topograf condition coverege of disposal conducted every day or after finishing operation with thin around 10 cm other wise to need of it around 4 m3 every day. Drainage system include outer drainage function to prevent the run off rainfall coming to planned with open square shape and forming concrete. The inner drainage function to run on coming out closed square shape and forming concrete. Leachate system use inner drainage to collecting it and leachate treatment system use fakultatif pond with dimension length 60 m wide 30 m deep 15 m and effluent concentration BOD5 183 mglt.
