OPTIMATION STUDY ON FERRY PORT OPERATION SYSTEM PORT OF PENAJAM-SOMBER EAST KALIMANTAN

ABSTRAK

Pelabuhan Penyeberangan Penajam di Kabupaten Paser Utara dan Penyeberangan Somber di Kotamadya Balikpapan mempunyai peranan yang sangat penting bagi pelayanan transportasi dalam memperlancar arus barang dan manusia sebagai rangkaian dari Jalan Lintas Kalimantan Poros Selatan yang menghubungkan Balikpapan Samarinda Bontang Sangata dan Tenggarong. Dengan adanya perkembangan ekonomi dan pariwisata di Kalimantan Timur kondisi lalu lintas menjadi meningkat. Hal ini menimbulkan pertambahan panjang antrian di pelabuhan. Sedangkan prasarana antrian tidak mencukupi. Oleh karena itu diperlukan penelitian sistem layanan penyeberangan untuk memecahkan masalah yang ada. Tujuan penelitian ini adalah untuk mendapatkan kondisi optimum sistem penyeberangan dilihat dari sudut pandang biaya ekonomi dan dengan pembatasan panjang antrian serta jumlah kapal sesuai dengan jumlah rencana dermaga. Data yang dikumpulkan meliputi data jumlah kedatangan kendaraan roda empat waktu bongkar muat waktu berlayar kapal waktu manuver kapal pengambilan data dilakukan pada tanggal 21 Januari sampai dengan 24 Januari 2003. Analisa penelitian menghasilkan beberapa pokok kesimpulan sebagai berikut waktu siklus sistem penyeberangan 16534 menit headway dermaga 3812 menit. Batasan panjang antrian menghasilkan jumlah minimum kapal sama dengan 8. Jumlah ini memerlukan dermaga sebanyak dua buah. Jumlah dermaga menghasilkan jumlah maksimum kapal sebesar 11 buah. Optimasi berdasarkan biaya ekonomi gabungan menghasilkan jumlah kapal optimal sebanyak 8 buah.


ABSTRACT

Ferry Port Penajam at Kabupaten Penajam Paser Utara and Somber ferry port at Balikpapan play a very important transportation role to speed up the transportation of goods vehicle and passengers from the southern Kalimantan to Balikpapan Samarinda Bontang Sangata and Tenggarong. The development of economic and tourism sectors increase traffic on this area. The augmentation of traffic volume will in turn increase the vehicle queue length at these two ferry ports. Yet the existing infrastructure seems not enough to carry the existing traffic. Therefore a study of the port service system is needed to solve the problem. The objective of the study is to get an optimum crossing service based on economic optimization of the generalized economic cost under two main constraints limitation of queue length and maximum ferries frequencies due to the number of quay. Data collected consist of number of vehicles the loading and unloading time ship crossing time and ship maneuver time. Data was taken from January 21 till January 24 2003. Study finding indicated that the crossing cycle time is 16534 minutes the quay headway is 3812 minutes in average. The limitation of the queue length needs a minimum of 8 ferries to be operated. This minimum number of ferries needs two quays. Maximum number of ferries to be operated with two quays is 11. Optimization based on general economic cost result an optimal ferry number of 8.
