COST BENEFIT ANALYSIS MODELLING OF BRIDGE CONSTRUCTION AS SUPPORTING ALTERNATIVE OF SEA TRANSPORTATION CASE STUDY SURAMADU BRIDGE

ABSTRAK

Keterbatasan wilayah untuk mendukung perkembangan kota Surabaya dan sekitarnya dan upaya pengembangan pulau Madura serta peningkatan pengguna angkutan penyeberangan Ujung - Kamal adalah permasalahan-permasalahan yang saling terkait Jembatan Suramadu dibangun untuk mendukung angkutan penyeberangan yang beroperasi selama ini dan merupakan solusi untuk menjawab persoalanpersoalan di atas. Pilihan ini didukung oleh berkembangnya ilmu konstruksi jembatan bentang panjang serta keterbatasan angkutan penyeberangan. Pemodelan analisa biaya manfaat untuk feri dan jembatan meliputi penumpang kendaraan dan barang operator feri dan jembatan Suramadu serta kelompok publik yaitu kelompok profesi dan perusahaan pemerintah atau swasta yang berhubungan dengan pengoperasian feri dan jembatan. Dalam penelitian ini dilakukan perhitungan biaya manfaat untuk periode 30 tahun dengan distribusi pengguna 50 feri dan 50 jembatan. Selanjutnya dilakukan analisa sensitivitas untuk periode 10 tahun dan 20 tahun pada kondisi distribusi pengguna 25 feri dan 75 jembatan serta 75 feri dan 25 jembatan. Berdasarkan hasil penelitian terlihat bahwa rasio manfaat biaya untuk periode 30 tahun pada kondisi 50 - 50 adalah 1016212 untuk feri dan 0662862. Dari grafik rasio biaya manfaat terlihat bahwa untuk periode jangka panjang rasio manfaat biaya feri cenderung meningkat sementara jembatan cenderung untuk menurun.


ABSTRACT

The constraint of area for supporting of Surabaya city and how to upgrade Madura island as well as to anticipate increasing of users of Ujung Kamal inland waterways are the problems which related. Suramadu is build to support inland water ways operation and as solver of all problems above mentioned. This choice is supported by development in science of long bridge construction and deficiencies of inland waterways operation. Cost Benefit Analysis to ferry and Suramadu cover users group passenggers vehicles baggage operator ferry and Suramadu and publics groups namely groups of profession and government and private company which related to ferry and Suramadu activities. In this research calculation due to cost benefit for 30 years with modal split 50 for ferry and 50 for Suramadu. After that sensitivity analysis for 10 and 20 years with modal split 25 ferry - 75 Suramadu and 75 ferry 25 Suramadu. Final result from this research is shown that cost benefit ratio for 30 years with modal split 50 ferry 50 Suramadu are 1016212 for ferry and 0662862 to Suramadu. Graph of cost benefit ratio shown that for long term calculation the graph of ferry trends to increase and Suramadu trends to decrease.
