ABSTRAK

Permasalahan transportasi yang saat ini tengah terjadi hampir di seluruh kota-kota besar di dunia dan bahkan sudah dalam keadaan yang sangat kritis menyebabkan kemacetan tundaan dan permasalahan lingkungan yang tidak dapat terelakkan lagi. Dampak yang diakibatkan dari sistem transportasi tersebut membuat banyak pihak memberikan solusi untuk memperbaikinya. Penelitian ini mengajukan sebuah pengembangan model framework prioritas kebijakan dengan enam kriteria dan melalui lima tahapan. Kriteria tersebut antara lain energi lingkungan ekonomi sosial teknologi dan politik. Sedangkan tahapannya adalah interview dengan pakar pemetaan masalah perankingan kriteria perangkingan alternatif dan uji sensitivitas hasil perankingan. Alternatif yang diajukan adalah penerapan ITS Intelligence Transport System perbaikan fasilitas angkutan umum pembangunan jalur sepeda non-motorize pengadaan BRT Bus Rapid Transit LRT Light Rail Transit pengadaan transportasi sungai dan penerapan Electronic Road Pricing ERP. Pada penelitian ini Kota Surabaya digunakan sebagai validasi model. Metode yang digunakan sebagai alat bantu pengambilan keputusan pada penelitian ini adalah Multicriteria Decision Making MCDM karena mampu mengakomodasi banyak kriteria yang bertentangan. Hasil validasi model menunjukkan adanya perbedaan hasil prioritas perencanaan yang dilakukan oleh pemerintah Kota Surabaya di mana pembangunan jalur sepeda non-motorize adalah langkah pertama yang perlu dilakukan untuk mengurangi pemanasan global dan penggunaan energi yang berlebihan dan untuk mendukung pengadaan transportasi massal seperti BRT dan LRT.


ABSTRACT

Transportation problems found mostly in the metropolitan city in the world are extremelly in a critical conditions. Which in turn this problem creates and cause of environemtal problem congestion delay etc. In order to solve this problem this research proposed an alternative solutions namely to develop a framework that allows us to priorities a policy to accomodate six criteria of decision through five stages of planning. The criteria considered are energy environment economic social technologies and political. The stages proposed consist of an interview with expert mapping problem ranking criteria ranking alternatives and sensitivity test result ranking. The alternatives proposed in this research provides Intelligent Transport System ITS improved public transport facilities construction of bicycle path non-motorize procurement of Bus Rapid Transit BRT Light Rail Transit LRT River Transportation and implementation of Electronic Road Pricing ERP. In order to obtain the validation of model the parameter and case of Surabaya transportation system is proposed to be study. The method used as a decision making tool in this study was Multi Criteria Decision Making MCDM that are being able to accommodate many conflicting criteria. Based on implementation for Surabaya transportation problem this research conclude that construction of bicycle path non-motorize is the first priority to realized due to reducting global warming and energy consumption as well to support the provision of mass transit such as BRT dan LRT.
