PEMANFAATAN TIMBUNAN SAMPAH DI TPA NGIPIK KABUPATEN GRESIK

USE OF LANDFILLED SOLID WASTE MATERIAL IN NGIPIK DISPOSAL SITE GRESIK REGENCY

ABSTRAK

Keterbatasan lahan di Kabupaten Gresik menjadikan TPA Ngipik yang mempunyai luas 40 ha membutuhkan pengelolaan secara efisien. TPA Ngipik direncanakan beroperasi dari tahun 2003-2011. Namun hingga penelitian ini dilakukan TPA tersebut masih digunakan untuk pemrosesan akhir sampah. Berdasarkan hal tersebut perlu dilakukan penanganan untuk meningkatkan kapasitas tampung TPA. Salah satu opsi yang dapat dipertimbangkan adalah penambangan sampah yang telah ditimbun guna mendapatkan lahan TPA baru dan memperoleh sumber daya materi dari sampah yang tertimbun. Tujuan penelitian ini untuk mengetahui potensi ekonomi dari hasil penambangan dan pemanfaatan timbunan sampah serta kelayakan penambangan sampah sebagai upaya pengembangan lahan TPA. Data tentang teknik pengelolaan persampahan daerah layanan TPA dokumen perencanaan pembangunan TPA dan umur pakai TPA diperoleh dari Badan Lingkungan Hidup. Sedangkan metoda penambangan mengacu pada pedoman yang dikeluarkan oleh Kementerian Pekerjaan Umum. Estimasi volume timbunan sampah dilakukan dengan pengukuran timbunan sampah setiap tahunnya. Analisis komposisi timbunan sampah ditentukan berdasarkan prosentase jenis material dari dua belas sampel yang diambil dari lokasi penimbunan tahun 2007 hingga 2010. Berat minimum masing-masing sampel 100 kg. Analisis finansial dilakukan dengan metode Net Present Value Intenal Rate Return dan BenefitCost-Ratio. Analisis kelembagaan dilakukan dengan metoda deskriptif. Volume timbunan sampah diperkirakan sebesar 229.010 ton. Komposisinya terdiri atas 2591 material kompos 4140 plastik 1937 material kasar 549 kain 531 kayu 25 residu. Hasil analisis kelayakan investasi dengan NPV sebesar Rp. 17.693.206.163- dan nilai IRR sebesar 3538 sedangkan nilai rasio BC sebesar 169 menunjukkan bahwa penambangan sampah di TPA Ngipik layak untuk dilaksanakan.


ABSTRACT

Limited land in Gresik needs efficient management of Ngipik landfill of which area is 4.0 ha. The landfill was planned to be operated from 2003 to 2011. However the area is still used for final disposal of municipal solid waste until to date. Based on this need it is necessary to increase the receiving capacity of the landfill. One of the options that could be considered is to do solid waste mining in the dumped area in order to provide a new site and to yield material resource from the dumped solid waste. The objectives of this study are to determine the economic potential and the use of the dumped solid waste materials and to determine the feasibility of solid waste mining for landfill development. Data concerning solid waste management techniques landfill service area document regarding landfill development planning and service life of the landfil were collected from the Livong Environmental Agency of Gresik Regency. The mining method referred to the guidelines which were issued by the Ministry of Public Works. Composition of the landfilled solid waste material was determined from twelve samples which were collected from dumped site periods of 2007 to 2010. The minimum weight of each sample was 100 kg. Financial analysis was done according to Net Present Value NPV Internal Rate Return IRR and BenefitCost-Ratio. Iinstitutional analysis was done descriptively. The estimated volume of solid waste material in the landfill was 229 010 tonnes. Composition of the dumped solid waste material was 25.91 compost material 41.40 plastics 19.37 coarse material 5.49 textile 5.31 wood and 2.5 residue. With NPV value of Rp. 17693206163 IRR value of 35.38 and BC-ratio of 1.69 the landfill mining is feasible to be implemented in the landfill
