KAJIAN KETERSEDIAAN SUMBER AIR BAKU UNTUK PEMENUHAN KEBUTUHAN AIR BERSIH KOTA KUPANG DENGAN SKENARIO DAMPAK PERUBAHAN IKLIM

WATER AVAILABILITY ASSESSMENT FOR RAW WATER NEEDS IN KUPANG CITY WITH CLIMATE CHANGE IMPACTS SCENARIO

ABSTRAK

Sampai tahun 2011 jumlah penduduk Kota Kupang yang terlayani air bersih PDAM baru mencapai 5674 dari 342.901 ribu jiwa. Tahun 2013 direncanakan akan dibangun Bendungan Kolhua yang berfungsi menambah suplai air baku untuk pemenuhan kebutuhan air bersih Kota Kupang sungai yang akan di bendung adalah Sungai Laliba yang terletak di DAS Kolhua. Perubahan iklim mengakibatkan temperatur dan presipitasi menjadi berubah sehingga penguapan dan debit ketersediaan air pada Sungai akan berubah yang akibatnya debit ketersediaan air baku juga berubah. Penelitian ini bertujuan untuk mengetahui tentang perubahan yang terjadi pada ketersediaan air baku di Sungai Laliba jika digunakan skenario perubahan iklim A1F1 dan B1. Dalam penelitian ini data yang digunakan adalah data klimatologi dari stasiun BMKG El Tari Kupang kemudian dihitung dan dikalibrasikan debit ketersediaan air di DAS Kolhua dengan metode F.J.MOCK. Dari kondisi eksisting ditambahkan dengan data skenario perubahan iklim A1F1 dan B1 kemudian dihitung kembali debit ketersediaan air dengan skenario tahun 2013-2099 dan kebutuhan air penduduk Kota Kupang diasumsikan rendah sedang dan tinggi. Dari hasil perhitungan diketahui bahwa perubahan iklim mengakibatkan debit pada Sungai Laliba lebih besar dari kondisi eksisting 046 m3detik naik menjadi 092 m3detik pada skenario perubahan iklim A1F1 dan naik menjadi 127 m3detik pada skenario B1 dengan potensi pemenuhan air mampu bertahan sampai tahun 2037.


ABSTRACT

Until the year 2011 the population in Kupang City who served with clean water taps only reached 56.74 of 342 901 thousand inhabitants. In 2013 is planned to be built Kolhua dam that serves add raw water supply to meet the water needs of the city of Kupang which will stream at the weir is located in Laliba River and Kolhua watershed. Climate change resulting in change in temperature and precipitation evaporation and river discharge on water availability will change with the result that the discharge of raw water availability also changed. This study aims to find out about changes in the raw water availability in the Laliba river if used climate change scenarios A1F1 and B1. In this study the data used is climatological data from BMKG El Tari Kupang stations then calculated and calibrated flow of water availability in the watershed Kolhua with F.J.MOCK method . from existing condition data is added to the climate change scenarios A1F1 and B1 then recalculated with discharge water availability and water demand scenarios 2013-2099 Kupang residents assumed low medium and high. The calculation of climate change on Laliba river discharge resulted larger than the existing condition 0.46 m3second increase to 0.92 m3second on climate change scenarios A1F1 and increase to 1.27 m3second on the B1 scenario the fulfillment of the potential of water can last until the year 2037.
