STUDI POTENSI PENERAPAN SISTEM DRAINASE BERWAWASAN LINGKUNGAN PADA KECAMATAN RUNGKUT KOTA SURABAYA

ABSTRAK

Kecamatan Rungkut merupakan salah satu kawasan di Kota Surabaya dengan jumlah perkembangan penduduk yang pesat. Pertambahan jumlah penduduk yang semakin pesat serta pertambahan pembangunan perumahan dan fasilitas penunjang lainnya tidak diimbangi dengan perkembangan sistem drainase. Pertambahan jumlah debit yang keluar akibat pertambahan jumlah penduduk sudah tidak memenuhi kapasitas tampung saluran drainase yang ada. Akibatnya pada musim hujan sering terjadi genangan air mencapai ketinggian sampai 30 cm dengan lama genangan antara 1-15 jam. Studi ini membahas tentang konsep drainase berwawasan lingkungan untuk penanggulangan banjir yang dapat diterapkan pada Kecamatan Rungkut. Studi pada sistem drainase di Kecamatan Rungkut meliputi analisis secara teknis yang menunjukan bahwa saluran sekunder dan primer pada Kecamatan Rungkut tidak mampu menampung debit rencana. Hasil analisis aspek kelembagaan dengan metode SWOT diperoleh koordinat pemetaan di kuadran I sehingga pengembangan menggunakan strategi SO. Hasil analisis aspek pembiayaan didapatkan total pembiayaan untuk pembangunan kolam resapan sebesar Rp. 9.021.478.00000. Alternatif pilihan untuk menangani masalah genangan adalah dengan merekomendasikan pembuatan kolam resapan seluas 50.000 m2 yang penempatannya tersebar tergantung luas lahan yang tersedia.menerapkan sistem kolam resapan. Sistem ini cocok diterapkan pada daerah yang mempunyai luas lahan cukup dan muka air tanah dangkal serta dapat dimanfaatkan sebagai lahan pertamanan.


ABSTRACT

Sub District Rungkut is one area in Surabaya with the amount of rapid population growth. Population growth and the rapid increase in housing construction and other facilities are not matched by the development of the drainage system. Increase the amount of discharge coming out due to population growth it does not meet the capacities of existing drainage channels. Consequences often occur during the rainy season the height of flooded area is up to 30 cm and the time of flooded is between 1-15 hours. This study discusses the ecodrainage system for flood control which can be applied to the Sub Disrict Rungkut. Studies on the drainage system in the Sub District Rungkut include technical analysis which shows that the primary and secondary channels on Rungkut Sub District is not able to accommodate the discharge plan.Institutional aspects of the analysis results obtained by the method of SWOT mapping coordinates in the first quadrant so that the development of strategies using SO. Financing aspects of the analysis of the results obtained total financing for the construction of an infiltration pond of Rp. 9021478000.00. Alternative options to handle inundation with the development of infiltration pond covering area of 50000 m2 the placement spread widely depending on the available land. This system is suitable to be applied in areas that have enough land area and shallow groundwater levels and can be used as parkland.
