EVALUATION OF COMMUNAL WWTP MANAGEMENT Case Study Bantul Sub District Bantul District Province of D.I Yogyakarta

ABSTRAK

Pemerintah Kabupaten Bantul berupaya untuk memenuhi target pembangunan sarana dan prasarana sanitasi dengan meningkatkan akses pelayanan sanitasi melalui sistem perpipaan berupa IPAL komunal. Sampai saat ini tercatat ada 36 unit IPAL komunal dan 8 unit diantaranya berada di Kecamatan Bantul namun hanya 7 unit IPAL yang berfungsi yaitu di Grujugan Babadan Karasan Deresan Manding Masahan dan Bogoran. Hingga saat ini belum dilakukan evaluasi terhadap pembangunan IPAL komunal yang ada baik pada kualitas efluen maupun pada operasi dan pemeliharannya. Tujuan utama penelitian ini adalah mengevaluasi teknologi yang digunakan pada IPAL komunal operasi dan pemeliharaan dan peran serta masyarakat pengguna IPAL. Metode penelitian dilakukan melalui observasi lapangan pengukuran debit air limbah eksisting dan uji laboratorium terhadap kualitas influent dan effluent dengan parameter pH COD BOD dan TSS. Evaluasi teknis dilakukan berdasarkan data dokumen perencanaan dan kondisi eksisting pengolahan IPAL komunal. Evaluasi kelembagaan dan peran serta masyarakat dilakukan melalui penyebaran kuesioner. Teknik pengambilan sampel menggunakan metode acak sederhana data yang diperoleh dianalisa dengan program Microsoft Excel. Berdasarkan penelitian yang telah dilakukan diketahui bahwa teknologi yang digunakan pada IPAL komunal Kecamatan Bantul adalah Anaerobic Baffled Reactor ABR. Pada teknologi yang digunakan secara keseluruhan nilai pH berada pada rentang optimum removal efisiensi TSS sangat besar yaitu 60 98 sedangkan removal efisiensi COD dan BOD relatif kecil dan hanya 1 lokasi yang memenuhi kriteria desain yaitu 844 di IPAL Babadan hal ini disebabkan karena tingkat biodegradable limbah yang kecil. Organic Loading Rate OLR pada IPAL Karasan dan IPAL Masahan jauh lebih besar dari OLR yang direncanakan hal ini terjadi karena HRT yang sangat kecil. Pemahaman pengelola terhadap prosedur operasi dan pemeliharaan IPAL komunal masih relatif rendah namun dari sisi struktur organisasi dan SDM sudah memenuhi. Antusiasme masyarakat untuk turut terlibat dalam pengelolaan air limbah sangat besar namun tidak diiringi dengan pengetahuan yang cukup mengenai tata cara operasional sehingga dibutuhkan sosialisasi secara terus menerus.


ABSTRACT

The Government of Bantul District attempts to meet the target of sanitation infrastructure by increasing an access to sanitation system through the development of communal WWTP. To date there were 8 communal WWTP units from the total of 36 units that had been constructed in Bantul District but only 7 units WWTP are functioning which is Grujugan Babadan Karasan Deresan Manding Masahan and Bogoran. Recently WWTP communal hasnt been evaluated on its effluent quality and its operational and maintenance. This research purposes was to evaluate the technology in WWTP communal operational maintenance and public participation as WWTP communal user. The research method was conducted by field observations measuring the existing wastewater discharge and to check laboratory test of wastewater influent and effluent quality with pH COD BOD and TSS as parameters. Then evaluate the technology used by the planning documents and existing condition of communal WWTP evaluate the performance of institution and community participation which responsible in this WWTP by spreading questionnaires. In this research used simple random sampling as sampling method. The data had been gotten was analyzed by using Microsoft Excel program. Based on this research communal WWTP technology used in Bantul District is Anaerobic Baffled Reactor. This technology showed that pH value was optimum and the TSS removal efficiency was high while COD and BOD removal efficiency was low. There was only one WWTP that fulfil the standard out of seven WWTP that is in Babadan. This condition occured because the BODCOD ratio was low. Two locations in Karasan and Masahan the OLR was over design became of the lower HRT. Institution awareness on the operational and maintenance procedur was relatively low although the organization structure and human resource were just right. Public participation in wastewater management was very high but there was still a lack of on knowledge that shows the necessity to get more continual trainings.
